Applicant Requirements and Qualifying Vehicle Information

Owners of ground transportation vehicles (taxis, executive sedans, charter, limousine, courtesy shuttles, off airport parking and door to door shuttles) currently permitted to operate at the San Diego International Airport may apply.

Rebates are intended for to replace existing high emissions vehicles operating at the San Diego International Airport. Ground transportation providers seeking a rebate through this program must have been permitted to operate a vehicle at the San Diego Airport on or before March 2, 2011 (the effective date of the AVRP grant agreement) to be eligible.

Only vehicles purchased or leased on or after March 2, 2011 are eligible. Report of Sale or DMV Registration is required. For vehicles that are purchased through an upfitter, proof of vehicle order is sufficient.

Applicants can apply for the rebate on or after the day of ownership.

Applicants must agree to meet all the requirements as specified in the AVRP Implementation Manual as part of the rebate application. It is the responsibility of the applicant to review the complete eligibility requirements as defined in the AVRP Implementation Manual prior to applying for a rebate.

Eligible Applicants must meet the following requirements:

  1. Ground transportation providers must have been permitted to operate a vehicle at the San Diego Airport on or before March 2, 2011 to be eligible.
  2. Be an individual or business that is based in California or has a California based-affiliate.
  3. Be a purchaser or lessee of a new or used eligible vehicle on or after the official start date of the Airport Vehicle Rebate Program, March 2, 2011, and prior to exhaustion of available rebate funds.
  4. Retain ownership of the vehicle for a minimum of 36 consecutive months immediately after the vehicle purchase or lease date. Rebate recipients who do not retain the eligible vehicle for the full 36-month ownership or lease period will be required to reimburse CCSE for all or part of the original rebate amount.
  5. Register the vehicle with the California Department of Motor Vehicles (DMV) for a minimum of 36 consecutive months for use in California.
  6. Operate the vehicle at the San Diego International Airport for a minimum of 36 consecutive months once permitted at the airport.
  7. Certify that they or any other “dba” affiliated with their company and permitted to operate at the San Diego International Airport has not applied to receive rebates for more than a combined total of 5 vehicles from the AVRP program.
  8. Owners of AVRP eligible biodiesel vehicles will be required to submit additional certification indicating they plan to exclusively use B20 made from waste cooking oil to fuel the vehicle receiving a rebate. This certification will be emailed or mailed to the applicant once they submit an on-line application.

To qualify for a rebate, vehicles must meet the following requirements:

  1. The vehicle must be on the List of Eligible Vehicles (available at www.energycenter.org/ AVRP) on the date of purchase, lease or order.
  2. Vehicle must be permitted to operate at the San Diego International Airport before a rebate can be released to owner.

Rebates will be distributed on a strict first-come, first-served basis and issued to qualified recipients in a single allotment. Rebates will be issued within 30 days following receipt and verification of vehicle registration at the San Diego Airport.

Rebate funds will be immediately reserved upon receipt of a completed on-line application.  A signed copy of the application and required supporting documentation must be received with 14 calendar days after the on-line application is submitted. 

Required supporting documentation will include, at a minimum, the following:

  1. A signed copy of the completed application
  2. Proof of temporary or permanent vehicle registration: DMV Receipt of Sale or DMV Registration. Please ensure owner’s name and VIN number are legible. If vehicle must be ordered through a dealer or upfitter, please provide proof of vehicle order with a VIN number. 

These two documents may be mailed, faxed or scanned directly to CCSE

If applicants do not submit the required documentation within 14 days of completing an online application, the funds will be released back to the program and a new application will need to be submitted.

Resale of a vehicle or return to a dealer is allowed within this 36-month period if necessitated by unforeseen or unavoidable circumstances and has been given prior approval by CCSE. However, resale of an AVRP vehicle for financial gain within 36 months is not allowed. In these cases, CCSE or its designee reserves the right to recoup AVRP funds from the original vehicle purchaser identified on the rebate form and may pursue other remedies available under the law.
