Ground transportation providers licensed to operate at the San Diego International Airport are eligible to participate in the Airport Vehicle Rebate Program ( AVRP).

Beginning in June 21 2011, $750,000 in vehicle rebates will be available for owners of taxis, executive sedans, limousines and shuttles (excluding rental car companies) who are interested in purchasing a new or used clean or alternative fuel vehicle. Applications will also be available online beginning in June 2011 and will be processed on a first-come, first-served basis until the funds run out.

Rebates amounts are dependent on vehicle type, model year and fuel technology and will range from $1,000 to $7,500.

What type of Vehicles are eligible?

  • Biodiesel/B20
  • Compressed natural gas ( CNG)
  • Electric and plug-in hybrid electric
  • High fuel economy gas
  • Hybrid
  • Propane

The California Center for Sustainable Energy ( CCSE) is administering the AVRP through a grant from the Reformulated Gasoline Settlement Fund. Created as a result of an antitrust class action, the purpose of the fund is to achieve clean air and fuel efficiency benefits for California consumers.

Airport Vehicle Rebate Program ( AVRP) Eligibility Guidelines

  • Program funds will be administered on a first-come, first-served basis until funds run out.
  • Owners of ground transportation vehicles (taxis, executive sedans, charter vehicles, limousines, courtesy shuttles, off airport parking shuttles and door to door shuttles) currently permitted to operate at the San Diego International Airport or authorized permitting agency may apply.
  • Rebates are intended to replace existing high emissions/non-alternative fuel vehicles operating at the San Diego International Airport. Ground transportation providers seeking a rebate through this program must have been permitted to operate a vehicle at the San Diego Airport on or before March 2, 2011 (the effective date of the AVRP grant agreement) to be eligible.
  • A vehicle is eligible for a rebate through the AVRP program if it is on the eligible vehicle list and was purchased or leased March 2, 2011 or after.
  • Rebates will be sent directly to the vehicle owner once the vehicle is permitted for operation at the San Diego Airport.
  • Each owner/fleet will be limited to five vehicle rebates.
  • All vehicle owners receiving a rebate must certify that they plan to operate the eligible vehicle at the airport for a minimum of three years.
  • Leased or purchased vehicles are allowed.
  • As soon as a vehicle owner purchases or orders an eligible vehicle, they can apply for a rebate. Funds will be held in reserve until the eligible vehicle is permitted by the San Diego Airport or authorized permitting agency.
  • $750,000 will be allocated 
  • Rebate amounts will vary from $1,000 to $7,500.
  • Used vehicles are eligible for rebates as long as the model year complies with the San Diego Airport greenhouse gas ( GHG) emissions reduction requirements.
    • Used Cars:  Taxis, limousines and executive sedans model years eligible include 2009 – current model year. (Model years prior to 2009 are not eligible as GHG emission reduction information is not certified.)
    • Used Shuttles: Vehicles 2007 – current model (Comply based on alternative fuel vehicles as defined by the California Low Carbon Fuel Standard.)
  • Diesel vehicles are eligible only if biodiesel (B20 made from used cooking oil) is used exclusively for fueling. Owners will be required to certify compliance with San Diego Airport Fuel Tracking System.
