All new CSI PBI and Government/Non-Profit owned reservations on hold

CSI ceased grantingThe California Public Utilities Commission ( CPUC) has issued a Ruling, directing the California Solar Initiative ( CSI) Program Administrators (PAs) to cease granting CSI reservations to all PBI and all Government/Non-Profit owned ( EPBB or PBI) applications received after July 9, 2010 until further notice.

Due to high participation rates in the CSI program and the assumptions made during CSI program budget design, the CPUC is concerned that the program incentive budget (capped by the legislature) could be depleted before the CSI program achieves its overall MW goals. Incentive level changes may be made to the CSI program to ensure its goals are attained and the CPUC is seeking comments on proposed modifications.

Below is clarification on how all applications (new and existing) will be handled until further directed by the CPUC:

PLEASE NOTE: You will still be able to submit ALL applications; however we will not issue reservations for all PBI and all Government/Non-Profit owned ( EPBB or PBI) applications received after July 9, 2010.

Applications Received on or before July 9, 2010

  • All applications issued a reservation will continue to be processed as normal with the existing incentive level that has already been confirmed.
  • All applications that have not been issued a reservation, but are either in the queue or being reviewed by CCSE will continue to be processed as normal with the existing incentive levels.

Applications Received after July 9, 2010

  • All EPBB applications, EXCEPT Government/Non-Profit owned applications, will continue to be processed as normal with the existing incentive levels.
  • All PBI applications will be reviewed for completeness but will NOT be reserved. These applications will be put in a queue for reservation until further direction by the CPUC. These applications will also be subject to a potential incentive level change depending on the CPUC's modification of the CSI program.
  • All Government/Non-Profit owned ( EPBB or PBI) applications will be reviewed for completeness, but will NOT be reserved. These applications will be put in a queue for reservation until further direction by the CPUC. These applications will also be subject to a potential incentive level change depending on the CPUC's modification of the CSI program.
