CCSE will generate waiting list if program is oversubscribed
The Air Resources Board and CCSE will establish a waiting list for CVRP applicants if there is a gap in funding between the current year (FY 2010-2011) and the next year of funding (FY 2011-2012).
Both CCSE and the Air Resources Board understand that the CVRP rebate is a major factor in many California residents and businesses decision to purchase a plug-in electric vehicle ( PEV). While close to 2000 PEVs will be rebated in the first two years of the CVRP, this just scratches the surface of PEV demand in California. As a result of this high demand, the CVRP may be oversubscribed before next year's (FY 2011-2012) funds are allocated.
If the program does become oversubscribed before these funds are allocated, CCSE will generate a waiting list for residents and businesses who apply to the CVRP. Waiting list applicants will receive a rebate based on two factors, their position on the list and the approval of new funding. It is important to note that rebates will be issued to waiting list applicants before new individuals that apply. However there is one caveat. Individuals on this waiting list will be subject to 2011-2012 CVRP guidelines.
While these guidelines have not been formalized, ARB staff is proposing a reduced rebate amount from the current level of $5,000 to $2,500 for a zero emission vehicle. For more information on changes to the CVRP, see the CVRP section (page 8) of the draft Funding Plan for the FY 2011-21 Air Quality Improvement Plan (AQIP).
The draft Funding Plan includes funding allocations for the CVRP as well as each of the programs under the AQIP. Further, this plan will form the basis for the proposed FY 2011-12 Funding Plan which will be released for public comment on June 20, 2011, and presented to the Board for consideration at the July 21, 2011 Board meeting.
