For owners and tenants of single-family detached homes located within the City of San Diego, the SDHEU program combines with SDG&E’s Energy Savings Assistance Program (ESAP) to provide comprehensive, whole-house energy upgrades at no cost.
In order to qualify, residents must meet the income qualifications of the ESAP program.
