Carlos Valdez

Carlos Valdez,
Energy Engineer

During the past couple of months, Carlos Valdez has gone far beyond the call of duty. After an unexpected increase in workload, Carlos stepped up to the plate and made room in an already busy work schedule. CCSE is thankful to have Carlos as part of the CCSE team, as he exemplifies the “can do” spirit of staff.

Carlos works as an energy engineer, providing technical assistance and support to various CCSE programs, including the Tax-Exempt Customer Incentive Program and the San Diego Energy Resource Center. He also provides Spanish translation assistance on program- and business-related tasks. And if all this weren’t enough, one can usually see Carlos here at night preparing for his Professional Engineer’s exam in April.

Prior to CCSE, Carlos was a member of San Diego State University's Industrial Assessment Center, which conducted energy audits for industrial facilities throughout Southern California. He also interned as a program assistant for Southern California Edison's Customer Technology Application Center, where he tested, evaluated, and documented the latest energy-efficient equipment.


Carlos has a Bachelor’s of Science degree in mechanical engineering from SDSU and is a Certified Energy Manager.

Rebuild Central Leaps Forward

Rebuild Central

Rebuild Central’s Web site is now live. The Web site was developed for the fire survivors and includes information on rebuilding green after the 2007 October wildfires. Visit www.rebuildcentral.org to learn about upcoming events, links to resources, rebuild forums, and videos, as well as rebuild news from the San Diego region. Survivors can even sign-up to become members on the Rebuild Central site.

Rebuild Central will offer training and information to contractors and recovery centers about what it means to rebuild green. A huge effort is being made to reach out to the survivors in the community at town meetings and local gatherings to answer questions about rebuilding green. A demo house will be created to illustrate what green building entails.

Rebuild Central has kicked off a series of successful Greenprint Workshops. “Fire Survivors Talk Rebuild” was the first workshop in the series during which a panel of 2003 Cedar fire survivors shared their rebuild experiences with 2007 fire survivors.

The second workshop, entitled the “Ins and Outs of Fire Insurance Red Tape”, focused on insurance issues and tips on how participants can maneuver through this complicated issue. George Kehrer, an Oakland fire survivor, was the speaker. Mr. Kehrer has become a strong advocate for fire survivors and helped many through the Cedar fires of 2003.

The third workshop, “Your Taxes and the October 2007 Fires,” was led by Tracy Bolton, C.P.A., who offered her expertise and answered questions on filing taxes without any records.

Ratings of the workshops by attendees have been very positive with stellar reviews. Stay tuned for more workshops to come.

CCSE Honors SANDEE Award Winners

This was a record year for San Diego Excellence in Energy (SANDEE) Awards. We received more than twice the number of nominations received in 2006. Judging has taken place, and the winners of the 4th Annual SANDEE Awards will be announced at the upcoming SANDEE Award Reception:

"Our Future Our World"

Friday, January 18th marked the celebration of Qualcomm Incorporated’s outstanding accomplishments in sustainable building improvements. Qualcomm unveiled a new, state-of-the-art central power plant at Building P with a ribbon cutting ceremony. The Building P cogeneration system is currently the most efficient large gas turbine of its kind in the United States. For this cogeneration system, the California Center for Sustainable Energy ( CCSE) awarded Qualcomm with a $600,000 incentive check through the Self-Generation Incentive Program ( SGIP).

Our Future Our World

Qualcomm is taking a very holistic leadership role in raising environmental awareness and making changes that will help create a more sustainable future for everyone. So far, Qualcomm has incorporated a total of 10 megawatts of alternative energy into their systems.

These efforts have included the installation of solar panels, new building construction to advanced LEED energy efficiency standards, the adoption of new green kitchen practices using biodegradable cleaning products throughout; as well as creating organic food, telecommuting, and on-site health care options for their employees.

To date, Qualcomm’s installations have qualified for $2.4 million in incentives, accounting for 25% of the total megawatts installed under CCSE’s SGIP. CCSE applauds these efforts!

 

“Evening in the Sky” Honors Energy Advocates

The San Diego Chapter of the American Lung Association of California (ALAC) will host "Evening in the Sky," a benefit celebrating the fight for clean air, on April 5, 2008 at the Omni Hotel. The California Center for Sustainable Energy ( CCSE) is a proud sponsor of "Evening in the Sky."

This magical event will honor Alan Ball of Qualcomm and Saul Garcia of Kyocera, two individuals who have been very active in regional energy affairs, as well as David S. Casey Jr. of Casey Gerry who has worked in environmental law and the fight against “Big Tobacco.” Alan Ball recently joined the CCSE Board of Directors and Kyocera is also represented on the CCSE Board by Cecilia Aguillon, Kyocera Solar Director of Business Development & Government Relations.

New Solar Water Heating Program for Palo Alto

The California Center for Sustainable Energy ( CCSE) is happy to announce that it has been selected to administer the Solar Water Heating Incentive Program for the City of Palo Alto Utilities Department (CPAU). Award of the contract will be formally revealed at the Palo Alto City Council meeting on March 24th. CCSE is gearing up to launch this exciting program.

The CPAU anticipates approximately 100 applications in the first year of the program. Education, training, marketing, application processing, and inspections will be covered by CCSE. The CPAU Solar Water Heating Incentive Program is a pre-emptive move to meet future requirements of the Solar Water Heating and Efficiency Act of 2007.

“This is a great opportunity to expand on the lessons learned from the Solar Water Heating Pilot Program,” states SWHPP manager, Annie Henderson, “and a great opportunity to display the strength of CCSE across the state.”

CCSE plans to engage other municipal utilities throughout the state regarding future solar water heating programs.

 

CPUC Commissioner Bohn Visits CCSE

On Friday, January 11, Commissioner John Bohn from the California Public Utilities Commission visited the California Center for Sustainable Energy ( CCSE). The Commissioner took a tour of the San Diego Energy Resource Center and listened to presentations from CCSE staff and Board Members. Camera crews from six television stations (FOX, KGTV, KUSI, CW, KNSD, and Univision) were in attendance to hear Commissioner Bohn, Irene M. Stillings, and Andrew McAllister talk about CCSE’s current and upcoming projects that will affect the green future of San Diego.

“San Diego's doing remarkably well; I'm really pleased to be down here. I really didn't appreciate how much has been done in San Diego, and frankly how much has been done for such a long period of time,” stated Commissioner Bohn during his visit.

Groundbreaking Plan for Energy Efficiency

At the direction of the California Public Utilities Commission ( CPUC), San Diego Gas and Electric and the State’s other investor-owned utilities (IOUs) are creating a groundbreaking planning tool for energy efficiency ( EE) programs. The so-called Strategic Plan will detail strategies and tactics that will make EE “business as usual” by 2020.

The Strategic Plan was introduced with CPUC Decision 07-10-032, which mandated plans for market transformation through thoughtful, integrative EE programs. Stakeholders from industrial, commercial, agricultural, and residential sectors met with IOUs over a two-month period to provide input for the Plan. The IOUs’ first draft is due to the CPUC by February 1, when the public will have the opportunity to comment on the utilities’ plans.

Until now, planning for the EE portfolios has been done in three-year cycles with inadequate attention paid to long-term plans for the region’s ratepayers to lower their energy costs through products and techniques that use energy more efficiently.

Name: Oil Less Centrifugal Compressor
Description: A compressor is used in large air conditioning systems to compress refrigerant so that it can be used to move heat from the inside of the building to the outside. The difference between a conventional compressor and an oil less compressor is the way that it compresses refrigerant and how efficiently it does it.
Systems Addressed: Compressor

This oil-less centrifugal compressor uses magnetic bearings, rather than conventional bearings, to make it more efficient. A variable speed drive is also integrated into the compressor to vary the compressor load to meet demand. Whereas most large compressors have their best efficiency at full load, the Turbocor is most efficient at part load conditions. Large air conditioning systems in San Diego operate at part-load conditions a majority of the time due to the mild weather here. For this reason, San Diego businesses usually benefit from conversion to oil less compressors.

Energy Efficiency (R.06-04-010)

This is the forum for initiating the next planning cycle for 2009-2011 energy efficiency ( EE) program plans, funding levels, and related issues.


What’s new?
As directed by the Interim Opinion on Issues relating to Future Savings Goals and Program Planning for 2009-2011 Energy Efficiency and Beyond, Pacific Gas & Electric (PG&E), San Diego Gas & Electric (SDG&E), Southern California Edison ( SCE), and Southern California Gas (SoCalGas) were to jointly prepare a single, statewide preliminary strategic plan no later than February 1. However, on January 31, the utilities were granted an extension until February 8. The utilities are required to solicit written comments on this preliminary strategic plan and conduct related meetings in San Francisco, Los Angeles, and San Diego during the month of February. A final strategic plan is to be filed jointly by the utilities no later than May 15.


 

California Solar Initiative (R.06-03-004)

What’s this?
This proceeding will develop rules and procedures for the California Solar Initiative ( CSI), designed to give $2.16 billion in incentives over 10 years to install solar photovoltaics to help offset peak demand.

What’s new?
On January 3, a new California Energy Commission ( CEC) staff report titled, "Expected Performance Based Incentive Calculation Comparison between NSHP (EPBI) and CSI (EPBB) Calculators", was posted to CEC’s Senate Bill 1 web page. The report provides an overview of the main differences in the two main solar incentive calculation methodologies used in California: the expected performance based incentive (EPBI), used by the CEC’s New Solar Homes Partnership ( NSHP), and the expected performance based buy down ( EPBB), used by the California Public Utility Commission’s ( CPUC) CSI program.

On January 17, Pacific Gas & Electric (PG&E) hosted the quarterly CSI Program Forum. Topics included the new changes to the CSI Program Handbook, Senate Bill ( SB) 1, reallocation of dollars between the MW steps, and non- PV solar.
At its January 31 meeting, the CPUC approved its Proposed Decision to modify Decision 06-08-028 to remove the independence requirement for CSI performance monitoring and reporting. The Proposed Decision replaces the independence requirement with a protocol-based approach to ensure data accuracy and integrity for payment of performance-based incentives ( PBI).


Self-Generation Incentive Program (R.06-03-004)

What’s this?
This will develop rules and procedures for the Self-Generation Incentive Program ( SGIP), designed to give incentives for the installation of certain renewable and clean generation technologies, excluding solar technologies, which are funded through the CSI.

What’s new?

On January 15, the CPUC issued its Proposed Decision denying the petition by FuelCell Energy to modify Decision 04-12-045. The petition seeks to raise the cap on incentive payments available under the SGIP from the current cap of 1 MW to 3 MW. Opening comments are due February 4, and reply comments are due February 11.

At its January 31 meeting, the CPUC approved its Proposed Decision adopting a budget of $83 million for the SGIP for 2008. Additionally, 2008 incentive levels will remain at the same levels as in 2007. Potential participants are reminded that Assembly Bill ( AB) 2778 amended the law relating to the SGIP, and program eligibility for SGIP incentives is now limited to qualifying wind and fuel cell distributed generation ( DG) technologies, beginning January 1, 2008, through January 1, 2012. Internal combustion engines and microturbines are no longer eligible for incentives.


Sunrise Powerlink Transmission Project (A.06-08-010)

What’s this?
San Diego Gas & Electric (SDG&E) seeks authority from the CPUC to construct a 500 kV transmission line in conjunction with several 230 kV transmission lines, expected to run 150 miles between the Imperial Valley and San Diego.

What’s new?

On January 9, the Administrative Law Judge released his Ruling Granting Utility Consumers' Action Network's (UCAN) Motion to Compel Additional SDG&E Testimony Relating to Wildfires in Phase 2 of the Proceeding. SDG&E was directed to address the questions set forth in UCAN’s motion as well as two other questions included in the Ruling, relating to wildfire issues. SDG&E is to serve this direct testimony no later than March 12.

On January 24, the CPUC set two additional Public Participation Hearings, including one at the San Diego County Administration Center on February 25 at 1:30 p.m. Public Participation Hearings will be held February 25-27 to provide the public an opportunity to make oral comments on the Draft EIR / EIS and submit written comments. Greenhouse Gas Emissions Cap (R.06-04-009)

What’s this?
Initiated out of Assembly Bill ( AB) 32, this will design and implement a greenhouse gas ( GHG) cap for the regulated electric utilities, including consideration of a GHG performance standard.

What’s new?

On January 16, the California Air Resources Board ( CARB) held a scoping plan workshop in Oakland discussing the process that CARB will use in evaluating policy mechanisms for achieving the GHG emission reductions called for in AB 32. One of the mechanisms discussed was a cap and trade program. The next AB 32 workshop will be held in Sacramento on April 4 and will cover various scenarios. In July, a Draft Scoping Plan Statewide Workshop will take place. CARB is scheduled to then consider the Scoping Plan in November. Legislative

Legislative activities include:

On January 7, 2008, California state legislators returned from their winter recess to resume work on the second half of the legislative session. If previous years’ focus is any indication of what to expect, energy will continue to be a hot topic.

One bill of interest to the renewable community is AB 1807 (Fuentes – San Fernando Valley). AB 1807 mandates that electrical corporations create a feed-in tariff to purchase excess electricity created by renewable resources that are less than 20 megawatts. The tariff is directly linked to the market price referent (MPR) determined by the California Public Utilities Commission for periods of 10, 15, or 20 years. This bill is similar to SB 451 (Kehoe – San Diego) of last year that was vetoed by the governor over the issue of who would own the rights to the generating facility’s renewable energy credit ( REC).

Legislators have until February 22nd to introduce new bills for consideration in the second session.
