Andrea Cook,
Program Manager
Andrea Cook brings a great deal of expertise to the California Center for Sustainable Energy ( CCSE) in her role as the program manager for the Climate Change program. Andrea is diligently working to develop and implement this program from the ground up. She was recently awarded a grant from Bank of America for $25,000 to start this program. Through her work at CCSE, Andrea coordinates efforts to educate the public about climate change. To do this, she seeks to obtain funding for program development, provides regional climate change science information and education, and tracks the progress of related legislation. She uses her expertise as a CCSE representative to contribute to many local climate change committees.
Prior to joining CCSE, Andrea was a science specialist for the San Diego County Office of Education/San Diego Science Alliance. Reporting to the Director of Science, Nancy Taylor, she was responsible for developing, organizing and implementing science events for San Diego youth. She developed and presented workshops designed to enhance the content knowledge of science teachers and worked with Biogen Idec Community Lab to provide translation between industry science and middle school teachers.
Before joining the San Diego County Office of Education, Andrea was a Biology/Science teacher at High Tech High and received the "Teacher of the Year" award from the ATHENA Foundation in 2005 for demonstrated leadership in developing the next generation of women in careers in math and science. She was also a post-doctoral research scientist at Lawrence Livermore National Laboratory where she conducted global climate change research.
She has authored/co-authored 15 peer-reviewed scientific publications. She was awarded a fellowship to Tscuba, Japan to educate Japanese scientists on CO2 springs and global climate change. She has written numerous grants that resulted in funding from the National Science Foundation and Lawrence Livermore National Laboratory.
Andrea attended the University of Michigan in Ann Arbor where she earned her Bachelor’s of Science degree in Honors Biology. She received her Ph.D. at the University of California, Davis in the joint program in Ecology/Global Climate Change under Dr. Walter Oechel at San Diego State University.

Looking Back and Launching Forward
The California Center for Sustainable Energy ( CCSE) experienced an exciting growth spurt during 2007. With a new name, new branding, new employees, and a new Board of Directors, the year was a great success. Here are some highlights from 2007:
- The California Solar Initiative exceeded its goals with a total of 35.4 MW of solar power installed.
- The Solar Water Heating Pilot Program was successfully launched.
- Giving away nearly 5,000 free shade trees, the Cool Communities Shade Tree Program was in full swing.
- The Self-Generation Incentive Program awarded $6.42 million to renewably fueled incentive projects.
- CCSE’s Tax-Exempt Customer Incentive Program has granted nearly $1.2 million of energy incentives to customers.
- The new and improved San Diego Energy Resource Center (partnership with San Diego Gas & Electric) opened its doors, offering energy displays, workshops, and technical assistance.
- CCSE held the third annual San Diego Excellence in Energy (SANDEE) Awards.
- CCSE hosted our first fundraising event, Street Smart San DiegoSM, with Ed Begley Jr. as our special guest.
- San Diegans became “Energy All-StarsSM” when CCSE sponsored one of the San Diego Padres Games and promoted sustainability.
- Despite local wildfires, Solar Energy Week went on as planned and was as successful as ever.
As we move into 2008, new programs are expected to launch. The culmination of our fire assistance efforts has sparked the creation of Rebuild Central. A new climate change program is taking form with a seed grant from Bank of America. Details for CCSE’s Fueling Alternatives Program are nearing completion, and we’re gearing up for its launch. An exciting and busy year is ahead of us!
Going Green in 2008

Welcome to 2008! Have you made your New Year’s resolutions yet? This year, how about making the decision to go green! Here are just a few green ideas:
- Carry your own water bottle to refill
- Carry your own coffee cup or mug
- Turn the lights off in your office and home when not in use
- Recycle EVERY can/bottle you use
- Carry Tupperware to restaurants/work for leftovers
- Carry a metal fork to avoid use of plastics
- Substitute reusable shopping bags for paper or plastic
- Pay your bills online and reduce paper waste
- Print on both sides of a piece of paper
- Eat fresh, local food and avoid frozen food (it consumes ten times more energy)
- Take shorter showers
- Turn the temperature down on your hot water heater
- Buy things in bulk and avoid highly packaged items
- Use recycled fiber toilet paper and paper towels
- Unplug your cell phone charger and computer when you’re not at home (they draw energy even when in the off/standby position)
- Regularly check your tire pressure (even slightly flat tires waste gasoline)

Leading the Charge to Combat Climate Change

The California Center for Sustainable Energy ( CCSE) has an exciting community education program underway. Through a $25,000 grant from Bank of America, CCSE will begin a series of community based outreach events that will teach San Diegans how to live a more sustainable life.
CCSE recently hired Dr. Andrea Cook, a professional global climate change scientist and accomplished teacher, as Program Manager for Climate Change. She will develop and execute this innovative program with the help of Policy and Outreach Manager, Jennifer Porter.
“This grant from Bank of America provides us with a great beginning,” explained Dr. Cook. “With this funding, we will develop the framework for a project that will inspire and empower ordinary citizens with feasible everyday actions they can realistically take to reduce their energy consumption.” After piloting this program in San Diego and demonstrating its effectiveness, expansion is expected to cross county, state, and international boundaries.
CCSE Fuels Change at San Diego International Auto Show

CCSE was excited to be invited by the New Car Dealers Association of San Diego County to participate in the inaugural Eco-Center display area at the San Diego International Auto Show. The auto show took place from December 26th through December 30th with over 100,000 attendees.
The Eco-Center display area at the Auto Show featured technologies now available on vehicles to promote a cleaner and healthier environment. The area included electric race cars, a plug-in hybrid electric vehicle, and an interactive display to educate consumers on diesel and alternative fuel options.
The CCSE information booth was buzzing with activity during the entire auto show. Staff was there to provide specifics about our upcoming current programs as well as information about our Fueling Alternatives rebate program (funded by the California Air Resource Board). Fueling Alternatives is expected to launch in January 2008 with rebates of up to $5,000 for the purchase or lease of certified alternative fuel vehicles.
CCSE Helping Families in Need

CCSE employees decided to forgo the company’s annual holiday party this year and instead spread their holiday cheer to others. Staff used the holiday party money to help families going through some tough times. We were able to assist five families this year by providing Christmas presents and gift cards for the children.
The CCSE team of employees participated in the entire process. While some staff went on a shopping spree to purchase the presents, others wrapped up beautiful packages and delivered them to the families. It was a great experience to give back to the community. We aren’t sure who enjoyed this more, the families we assisted or the employees who were able to make Christmas a bit brighter for the children.
Free Trees Going Fast
Don’t forget to get your free shade trees! If you are a South Bay resident, you have until March 2008 to apply for your free, energy-saving tree. So don’t miss this wonderful opportunity.

Energy Efficiency (R.06-04-010) What’s this? This is the forum for initiating the next planning cycle for 2009-2011 energy efficiency ( EE) program plans, funding levels, and related issues. California Solar Initiative (R.06-03-004) What’s this? This will develop rules and procedures for the California Solar Initiative ( CSI), designed to give $2.16 billion in incentives over 10 years to install solar PV to help offset peak demand. Also on December 19, the CPUC issued its Proposed Decision to modify Decision 06-08-028 regarding independent performance monitoring and reporting requirements. The Proposed Decision would remove the requirement that performance data collection and reporting be provided by an independent entity. Opening comments on the Proposed Decision are due January 8, and reply comments are due January 14. At its December 20 meeting, the CPUC approved Resolution E-4131, which approves the proposed revisions to the CSI Program Handbook that address non- PV technologies. These revisions allow qualifying non- PV technologies to participate in the CSI program. Self-Generation Incentive Program (R.06-03-004) What’s this? This will develop rules and procedures for the Self-Generation Incentive Program ( SGIP), designed to give incentives for the installation of certain renewable and clean generation technologies, excluding solar technologies, which are funded through the CSI. Sunrise Powerlink Transmission Project (A.06-08-010) What’s this? San Diego Gas & Electric (SDG&E) seeks authority from the CPUC to construct a 500- kV transmission line in conjunction with several 230- kV transmission lines, expected to run 150 miles between the Imperial Valley and San Diego.
