HOME STAR

H.R. 5019 and S.3177 The Home Star Retrofit Rebate Program is designed to provide rebates for home energy efficiency measures.  The bill was passed by the House of Representatives with a 246 - 161 vote on 5/7/10, and was read twice in the Senate before being referred to the Senate Committee on Finance.

The legislation will:

  • Set a federal requirement to develop a network of rebate aggregators that can facilitate the delivery of rebates to reimburse participating contractors and vendors for discounts provided to homeowners for energy efficiency retrofit work
  • Ensure that rebate aggregation services are available to all homeowners at the lowest reasonable cost
  • Develop guidelines for states to allow utilities participating as rebate aggregators to count the energy savings from their participation toward state-level energy saving targets

It requires states that receive funding under the Act to submit plans to implement quality assurance programs that cover residential energy efficiency retrofit work sponsored or provided under the Act. It also requires a Home Star Energy Efficiency Loan Program to make funds available to states to support financial assistance provided by qualified financing entities for qualifying energy saving measures under the Silver Star or Gold Star programs.

The bill establishes two tracks to achieve home energy retrofit incentives: Silver Star and Gold Star.

Silver Star Home Energy Retrofit Program

Provides rebates in the first year of the program for home retrofit work by vendors who install specified energy saving measures, including:

  • Air-sealing and insulation measures
  • Duct sealing or replacement
  • Window or door replacement
  • Heating or cooling system replacement
  • Water heater replacement

Provides up to $3,000 per home

Rebates are excluded from taxable income

Gold Star Home Energy Retrofit Program

Provides rebates to reimburse vendors for retrofit work that achieves whole home energy savings.

Provides up to $8,000 per home

Rebates are excluded from taxable income
