Andres Spagarino
Web Developer

As part of the marketing team, Andres is responsible for the architecture, development, implementation and support of Internet and intranet sites for CCSE.

Andres is an expert in the design and development of database-driven websites including web portals and e-commerce sites. Prior to joining CCSE, he was a self-employed web consultant for medium- and small-sized companies. He also has experience in international marketing and sales, business development and technical support.

“I have always been passionate about green technologies and living green,” Andres said. “Before becoming part of the CCSE staff, I was already familiar with the center and had attended many workshops and events.”

Andres is enthusiastic about photovoltaic systems and alternative fuel vehicles and an avid consumer of information about legislation and programs that involve cost-effective ways of bringing solar power and energy efficiency to consumers. He also considers himself a fairly experienced worm composter.

“I consider myself extremely lucky to be part of CCSE’s proactive marketing team,” he said. “I have the opportunity, everyday, to make a small contribution to greening our world."

Andres received his bachelor’s degree in mechanical engineering at Universidad Simon Bolivar, Caracas, Venezuela, and has a master’s degree, with a concentration in marketing and multinational corporate finance, from American Graduate School of International Management in Arizona.

Stimulus Package Rewards Clean Energy Projects

It’s good news all around for San Diegans who want to save energy and lower their energy bills thanks to the $787.2 billion American Recovery and Reinvestment Act ( ARRA). It’s intended to not only put Americans back to work and help shorten the recession, but also it provides more than $71 billion for green initiatives and $20 billion in green tax incentives.

Those of us in the sustainable energy field realize that up-front costs can be an obstacle to implementing energy efficiency measures. Installing energy-saving systems or purchasing alternative fuel vehicles costs money, but thanks to the ARRA, you’ll be able to recoup some of your investment when filing 2009 and 2010 federal income taxes. The new programs offer expanded tax credits that come directly off your tax liability (e.g. lowers your tax bill dollar for dollar), unlike deductions that shave money off your taxable income.

More good news for energy independence is that ARRA provides state and local governments with $6.3 billion in energy efficiency and conservation grants. An additional $4.5 billion is allotted for modernizing the nation’s electricity grid and installing smart meters on homes. There is also $5 billion for weatherizing low income households. Other items include rebates for buying Energy Star products and funds for green job training.

President Obama is bringing clean and efficient energy to the forefront of national interests by pledging to double the amount of renewable energy produced over the next three years. CCSE is poised to assist this transformation in any way we can. We encourage you to take advantage of these tax credits and other opportunities to help Green Your WorldSM.

Check out the latest innovations in alternative fuel vehicles from showroom models to electric sports cars at CCSE’s 3rd annual Street Smart San Diego on Sunday, June 7.
Street Smart will feature hands-on exhibits, workshops and displays of a wide variety of alternative fuel vehicles. Hear from industry experts about new and emerging clean transportation technologies, and talk with green vehicle experts on how you can get more mileage for you money and save on insurance rates. You can test drive an electric bicycle or scooter, and kids can ride solar-powered big wheels.

Among the exhibit highlights will be the newly redesigned Honda Insight hybrid and the Sanyo Eneloop electric hybrid bicycle that triples a rider’s pedal power. Other innovations on display will be the Tesla Roadster, the Civic compressed natural gas vehicle, the Smart Car, the Vectrix electric motorcycle and many more vehicles.

 

 

Keynote speakers at Street Smart will be Josh Tickell, director of the award-winning documentary “Fuel,” and John Addison, author of the book Save Gas, Save the Planet.

Joshua Tickell is the author of From the Fryer to the Fuel Tank: The Complete Guide to Using Vegetable Oil as an Alternative Fuel. As a young man, he converted a diesel-powered van to operate on biodiesel and set off on a 25,000-mile, two-year tour of the USA running on fuel made from grease collected at fast-food restaurants. He went on to become one of the nation’s leading experts in biofuels. His latest project is “Fuel,” a documentary film about America’s dependence on fossil fuels that extols the virtues of alternative and sustainable energies. Read more.

Author John Addison will be sharing the findings of his new book, Save Gas, Save the Planet: Ride Clean, Ride Together, Ride Less, that explores how many people today are taking new approaches to transportation. His talk explores stories of people, who are driving less and driving energy-efficient vehicles. He offers insights into the future of transportation, the auto industry and fuel technologies. San Diego Leaders Join CCSE Board

As CCSE has grown over the past few years from a staff of about a dozen to more than 40 people and its programs and outreach have proliferated, so has its need for advice and counsel from community leaders.

According to Executive Director Irene Stillings, six new members have joined the CCSE board of directors, representing “a wide breadth of knowledge and experience in business, organizational leadership and sustainability that will help guide our center to new avenues for creating a clean energy future.”

The new board members are:

Michael Akavan, founder and CEO of MA Engineers, a mechanical engineering firm specializing in green-building practices. He has provided energy-saving HVAC and plumbing engineering services for facilities of every kind throughout the southwest and San Diego.

Susan Christopher, vice president and senior advisor, Union Bank of California’s Wealth Management Group. She has a broad background in bank management and public service, with expertise as a development director and fund-raiser.

Wayne Hart, senior faculty, Center for Creative Leadership, a San Diego-based international provider of executive education. An organizational psychologist, he has a diverse business background and is an author and speaker on topics ranging from executive coaching to health care issues.

Nick Leibham, of counsel attorney at the international law firm K&L Gates. Currently specializing in high tech and emerging technologies, he has been a private-practice lawyer, criminal prosecutor, political organizer, congressional aide and candidate for the U.S. House of Representatives.

Lisa Shaffer, executive director, Sustainability Solutions Institute, UC San Diego. She held various positions related to studies of the earth from space at NASA, the National Oceanic and Atmospheric Administration and in the private sector prior to joining UCSD, where she oversees sustainability research and training programs.

Robert Wilder, founder and CEO of Wildershares, a producer of national and international economic indexes for renewable and clean energies. A former faculty member at UC Santa Barbara and the University of Massachusetts at Dartmouth, he is the author of Listening to the Sea, a book that links marine biodiversity to nonpolluting energy technologies.

 

New Look for CCSE Online

There’s a fresh look and feel to CCSE’s renovated website that incorporates our new branding design with state-of-the-art Web 2.0 performance.

According to Andres Spagarino, CCSE web developer, the process of constructing the new website involved the entire CCSE team in addressing everything from the hosting environment to the desired new features and functionalities.

A GREEN HOSTING SERVER: Although many data centers offer environmentally friendly web hosting, we chose AISO.net. They use energy efficient servers and generate 100% of their on-site electricity with their own solar photovoltaic system.

OPEN SOURCE ARCHITECTURE: A new content management system allows easier integration of Web 2.0 technologies, as well as better tracking of CCSE customer records, such as workshop attendees, and our subscribers and contributors.

NEW FEATURES: The redesigned website includes interactive slideshows, user friendly banners, a donation module, roll-over definitions, YouTube videos, RSS feeds, an iCalendar to store your workshops, improved search functionality and more.

CCSE hopes to generate a better user experience on our website and to integrate more social media in order to spread our mission about greening your world,” Spagarino said. “Our website is an important portal to connecting CCSE with our supporters. The new design is intended to showcase what we do for the community, while providing a two-way communication tool for outreach and education. We hope to be able to reach you and have you connect with us better through our new and improved website.”

 

CCSE Celebrates Earth Fair 2009

San Diegans of all ages stopped by the CCSE booth at Earth Fair 2009 in Balboa Park to learn about sustainable technologies and green living. Kids who spun the “Sustain-A-Wheel” and answered environmental questions correctly won prizes. See more photos.

 

 

 

Unique Solar Car Visits CCSE

Center staff examines the Canadian-built XOF1, for power of one, a unique solar car that stopped by CCSE in April, while on a record-setting, 12,500-mile trip across North America. XOF1 uses only sunshine, never plugging into the grid. At 470 pounds, it accelerates from 0 to 50 mph in 6 seconds with a top speed of 75 mph. More on XOF1. See more photos.

 


Evening in Sky Shines on CCSE Director

Culver “Cub” Parker presented CCSE Executive Director Irene Stillings with the American Lung Association’s Clean Air Circle award at the “Evening in the Sky” gala held April 18. She was honored for her visionary leadership in educating the public about green issues and making a positive impact on the environment.

Energy Efficiency (R.06-04-010)

What’s this?
This is the forum for initiating the next planning cycle for 2009-2011 energy efficiency ( EE) program plans, funding levels and related issues.


What’s new?
On April 16, the California Public Utilities Commission ( CPUC) issued Decision (D.) 09-04-026, again extending the statutory deadline for resolving this proceeding. The original deadline was December 31, 2008; however, due to the continuing need for review of activities related to the risk/reward incentive mechanism and verification of energy savings, this proceeding was unable to be resolved before the deadline. On January 29, the CPUC opened a new rulemaking, R.09-01-019, to consider risk/reward mechanisms. A second new rulemaking is expected to be opened shortly to deal with other energy efficiency issues going forward, and until this second new rulemaking is opened, there is a need for R.06-04-010 to remain open. Decision (D.) 09-01-027 was issued on January 29, extending the deadline to March 1. D.09-02-020 was issued on February 20, extending the deadline to April 30. D.09-04-026 again extends the deadline by 60 days to June 29.


California Solar Initiative, Self-Generation Incentive Program and Other Distributed Generation Issues (R.08-03-008)

What’s this?
This rulemaking continues the work of R.06-03-004, developing and refining policies, rules and programs for the California Solar Initiative ( CSI) and the Self-Generation Incentive Program ( SGIP) and considering policies for the development of cost-effective, clean and reliable distributed generation ( DG).


What’s new?

CSI:On March 26, the CPUC issued its Decision Modifying D.07-11-045 regarding Low Income Single Family Solar Incentive Program within the California Solar Initiative. The Decision grants the petition to modify D.07-11-045 filed by PG&E to allow PG&E, SCE, and SDG&E to request cost recovery through an advice letter process for costs incurred to support the Single Family Affordable Solar Housing ( SASH) Program, but denies the petition to modify D.07-11-045 filed by the Department of Community Services and Development to allow third-party ownership of solar energy systems installed under the SASH Program.
On April 3, Southern California Edison Company ( SCE), on behalf of the CSI Program Administrators (PAs), filed SCE Advice Letter 2327-E-A / PG&E Advice Letter 3429-E-A / CCSE Advice Letter 6-A, a supplemental filing for proposing changes to the CSI Program Handbook to implement all requirements in Chapters 3 through 6 of the revised California Energy Commission Guidelines for California’s Solar Electric Incentive Program Pursuant to SB 1. The supplemental filing was to resolve issues identified by the Division of Ratepayer Advocates (DRA) in its March 24 protest on the basis that the advice letter did not fully incorporate the CEC Guidelines on energy efficiency for existing buildings and commercial new construction. On April 15, the CPUC Energy Division (ED) suspended the advice letter to allow ED staff to have an opportunity to seek additional information. If ED staff does not act on the advice letter within 60 days, a second suspension for 180 days will commence automatically. On April 17, DRA protested the supplemental advice letter, on the basis that while language from the CEC Guidelines was incorporated in accordance with its recommendations, the PAs did not add DRA’s other recommendations consistent with the CEC Guidelines and California’s Energy Action Plan (EAP). The PAs’ response to the Protest is due April 24.
On April 7, the Energy Division issued its approval and implementation guidelines for the CSI Program Administrators’ (PAs’) 2009 Interim Marketing and Outreach Plans, pursuant to D.07-05-047. The PAs' plans and approval guidelines are made publicly available on the CPUC’s website.

 

Policy Self-Gen SGIP: On March 24, CCSE, on behalf of the SGIP Program Administrators (PAs), filed CCSE Advice Letter 5-A / PG&E Advice Letter 3406-E-A / SCE Advice Letter 2311-E-A / SoCalGas Advice Letter 3950-A, proposing additional amendments to the SGIP Handbook to revise the program by allowing advanced energy storage (AES) systems coupled with eligible self generation technologies to receive incentives. This supplemental advice letter addresses the concerns expressed by Utility Savings & Refund, LLC, who protested the original filing and withdrew its protest when advised that the SGIP PAs would file a supplemental advice letter to include the requirement that an AES system be able “to handle hundreds of partial discharge cycles each day” to be eligible for the program.

Policy Self-Gen SWHPP: On April 1, CCSE submitted an addendum to the California Center for Sustainable Energy Solar Water Heating Pilot Program: Interim Evaluation Report. The addendum contains the results of the study completed by Itron using the cost-effectiveness methodology presented in Chapter 7 of the previously submitted Interim Evaluation Report. The results of this interim evaluation will help inform the CPUC of the status and impacts of incentives provided under the SWHPP, as well as aid the CPUC in deciding how to move forward with a statewide SWH incentive program.



Sunrise Powerlink Transmission Project (A.06-08-010)

What’s this?
San Diego Gas & Electric (SDG&E) seeks authority from the CPUC to construct a 500 kV transmission line in conjunction with several 230 kV transmission lines, expected to run 150 miles from the Imperial Valley to San Diego.

What’s new?

On March 20, the Consumer Protection and Safety Division (CPSD) and SDG&E jointly filed an Amendment to their Motion for Approval of Settlement Agreement, relating to issues pending in Phase III of this proceeding. (Phase III was initiated on August 1, when Assigned Commissioner Grueneich issued a revised Scoping Memo and Ruling / Order to Show Cause (OSC), ordering SDG&E to appear and show cause as to why it should not have fines and other sanctions imposed for alleged violations of CPUC Rule of Practice and Procedure 1.1 for misrepresenting key facts in this proceeding to CPUC Staff, and for failing to follow the requirements of Rule 8.3 by not filing proper ex parte notices.) The Amendment was filed in response to an e-mail ruling from Administrative Law Judge (ALJ) Jean Vieth on March 13, requesting the parties provide clarification and an exhibit list of the documents the parties intend to be received into evidence, as discussed in Paragraph 8 of the proposed Settlement Agreement. In the Amendment, the parties clarified that the record should consist of the exhibits, appendices and other attachments to the OSC and SDG&E’s Answer to the OSC and stipulated to the admission of these documents into evidence without objection, so long as the proposed Settlement Agreement is approved without modification; but if it is not approved without modification, and the case proceeds to evidentiary hearings, the parties reserve the right to object to the admissibility of any party’s testimony.


On March 26, the Center for Biological Diversity and the Sierra Club jointly filed a Motion to request judicial notice of a new Federal Energy Regulatory Commission (FERC) decision in regard to the rehearing of D.08-12-058, the decision granting SDG&E’s application to construct the Sunrise Powerlink Transmission Project (Sunrise) using the Final Environmentally Superior Southern Route. On April 10, SDG&E filed a Response, opposing the Motion, contending that the FERC decision is not pertinent to how D.08-12-058 violates the California Environmental Quality Act ( CEQA) by failing to guarantee that at least a portion of the Sunrise Powerlink will be used to carry new sources of renewable energy, nor does it address renewable energy issues.
