This position plays a leadership role in CSE’s Research and Analysis (R&A) team, which applies quantitative and qualitative methods to better understand the clean energy markets in which CSE works as well as the impacts CSE programs have on those markets. The Research & Analysis Manager directly supervises up to five junior members of the analyst team and is responsible for managing team workflow, building analyst skills, developing research concepts, writing proposals, monitoring department budget, establishing data management plans, and ensuring compliance with quality assurance protocols, research ethics and data confidentiality requirements.  

Essential Functions and Responsibilities:

  • Manage junior members of the R&A team, including hiring, evaluation, mentoring, professional development and expectation setting
  • Support the R&A Assistant Director in managing the workflow of R&A team, monitoring staff utilization and ensuring billable labor targets are met
  • Provide guidance to R&A team on research questions, methods and interpretation/presentation of findings
  • Work with internal clients (CSE project managers and department heads) to develop research concepts to meet their needs; monitor and identify ways to improve internal client satisfaction
  • Identify market needs/opportunities for new research; write scope and develop budgets and timelines for research-oriented proposals
  • Develop and implement quality assurance protocols
  • Ensure compliance with research ethics and data confidentiality requirements
  • Create and monitor data management plans
  • Identify software needs for the R&A team; manage software license accounts
  • Support the R&A Assistant Director in managing department budget
  • Build and maintain relationships with academics, public agencies, utilities, program implementers and other external stakeholders working to advance clean energy markets
  • Occasionally manage projects and/or execute research as needed

Essential Knowledge, Skills and Abilities:

  • Demonstrated ability to manage and motivate technical staff to produce high-quality research and continually grow their skills in a fast-paced environment with competing priorities
  • An entrepreneurial nature, eagerness to develop new research projects and concepts
  • Ability to operationalize concepts by translating them into concrete tasks, budgets and timelines
  • Experience with a range of quantitative and qualitative research methods including statistical analysis, econometrics, time series/panel data analysis, spatial analysis, survey design and analysis, focus group or interview design and analysis, literature reviews and/or data visualizations required; experience with program evaluation concepts and methods preferred
  • Deep knowledge of strategies to ensure high-quality research and analysis
  • Familiarity with research ethics principles
  • Knowledge of data management best practices, including for confidential/sensitive data
  • Extraordinary attention to detail, organizational, time management and creative problem-solving skills
  • Strong oral and written communication skills; ability to explain complex, technical concepts to both technical and non-technical stakeholders
  • Demonstrated propensity to proactively communicate with teammates, and seek and provide constructive feedback
  • Demonstrated ability to establish collaborative relationships with internal and external stakeholders
  • Flexibility to respond to changes in priorities and demands for work

  • Passion for working with data, research and sustainable energy initiatives and continually improving knowledge and skills
  • Knowledge of electricity sector (including rates) and/or policy, programs or markets related to electric vehicles or distributed energy resources preferred
  • Knowledge of market transformation or technology diffusion concepts preferred

Technical Skills:

Proficiency in MS Office (Excel, Word, PowerPoint, Outlook, etc.), including advanced formulas and functions in Excel

Working knowledge of at least two of the following:

  • Data visualization software (e.g., Tableau)
  • Quantitative analysis tools (e.g., R, STATA, python)
  • Mapping software (e.g., ESRI ArcMap, QGIS)
  • Relational database development, maintenance, queries and reporting

Experience with ERP, CRM and/or project management platforms (e.g., Netsuite, Salesforce, Podio, Teamwork, Basecamp, etc.)


  • Bachelor’s degree (in environmental/energy policy, environmental science, geography, social science, economics, statistics, engineering, public administration, program evaluation or other relevant topics) or equivalent required
  • Master’s degree preferred


  • 8 years of related experience required, including at least 3 years supervising direct reports
  • Experience working with or within public agencies preferred
  • Record of publications and/or presentations in industry-relevant setting preferred

Licenses, Certificates or Registrations:

  • PMP certification or equivalent preferred
