Project Manager, EV Infrastructure Clean Transportation

Location: San Diego, CA 

Center for Sustainable Energy (CSE) is an independent, mission-driven nonprofit organization with offices in San Diego, Berkeley, Los Angeles and Boston. We accelerate the adoption of clean and efficient energy solutions via program administration, technical assistance, policy innovation, and other forms of market facilitation. Our areas of focus include distributed energy resources (renewable energy, energy efficiency, energy storage, fuel cells, combined heat and power) and clean transportation.


The Project Manager, EV Infrastructure will be responsible for managing budgets, timelines, deliverables, and teams for a suite of clean transportation infrastructure refueling projects.  Under general supervision from the Senior Manager, Alternative Fuels and Infrastructure, the Project Manager will facilitate the coordination of multiple market development projects.  In addition to project related duties, this position will also provide overall operational support within CSE’s Transportation Department, including new program development and implementation.

Essential Functions and Responsibilities:

  • Define project scopes, budgets, goals and objectives according to Statements of Work
  • Supports business goals in collaboration with senior management and stakeholders
  • Interact with EV market stakeholders including, but not limited to, utility representatives, auto makers, dealers, fleet owners, air districts, Air Resources Board and Energy Commission representatives, project partners, media, and others
  • Manage stakeholder expectations, end user interactions, project details, timelines, and scope and drive issue resolution
  • Make recommendations on transportation program design, including needs assessments, proposals, marketing tools, and evaluation and reporting
  • Monitor daily activities to ensure that procedures are working to achieve program goals and to support efficient processes 
  • Review project plans as necessary throughout the course of the fiscal year
  • Typically supervises up to 3 employees, multiple matrix staff, and project subcontractors
  • Prepare monthly reports for the Transportation Department which will include, but are not limited to, tracking budgets, project developments and new funding opportunities
  • Create project reports and presentations to both internal and external clients
  • Represent CSE programs and CSE at external events as necessary.  Perform other duties of a similar nature or level

Essential Knowledge, Skills and Abilities:

  • Demonstrated proficiency in project management through all five phases (initiating, planning, execution, monitoring, closing)
  • Extremely detail-oriented, exceptional problem-solving skills and the ability to perform within required deadlines
  • Demonstrated proficiency in project budget management, tracking and reporting
  • In-depth understanding of California transportation issues relating to greenhouse gas (GHG) and criteria air pollutant emissions
  • In-depth understanding of California energy policies including the role of public and private utilities in state energy policy
  • Understanding of electric vehicle and alternative fuel technologies
  • Understanding of electric vehicle market development and trends
  • Understanding of ARB’s Zero Emission Vehicle Mandate and Advanced Clean Cars Program and other California low carbon transportation policies including agencies involved in the development and execution of state low carbon transportation policies
  • Familiarity with CalEPA’s CalEnviroScreen methodology and other related state or local government programs and initiatives

Education and/or Experience:

  • 8-9 years of experience directly related to the duties and responsibilities specified, including project implementation and experience building and maintaining relationships with external clients.
  • Required working knowledge of project management principles, managing grant agreements and government contracts.
  • Preferred 1-5 years of experience in clean energy industry.
  • Bachelor's degree with emphasis in sustainable transportation and energy and/or the automotive industry, such as environmental/energy policy, transportation planning, environmental planning, transportation engineering, public policy or environmental science.  Advanced degree preferred.

Computer and/or Technical Skills:

  • Project management software programs
  • Experience with CRM and/or Salesforce required
  • Budgeting software programs
  • Microsoft Office Suite
  • Microsoft Outlook

License, Certificates or Registrations:

  • Project Management Professional (PMP) strongly preferred

Use of a personal vehicle for CSE business will be prohibited if the employee is not authorized to drive a CSE vehicle or if the employee does not have personal insurance coverage
  • May work some evenings and weekends or work longer hours to meet deadlines
  • Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift
