Senior Specialist, Clean Transportation Programs

Location: San Diego, Los Angeles, or Oakland, CA

Center for Sustainable Energy (CSE) is an independent, mission-driven nonprofit organization with offices in San Diego, Berkeley, Los Angeles and Boston. We accelerate the adoption of clean and efficient energy solutions via program administration, technical assistance, policy innovation, and other forms of market facilitation. We are uniquely positioned and engaged with a variety of stakeholders and market actors, including policymakers, state and federal agencies, regional and local governments, utilities, business and civic leaders, and individuals. Our primary areas of focus include renewable energy, energy efficiency, and clean transportation.

Essential Functions and Responsibilities:

  • Collaboratively designs and executes of a variety of data collection, management, distribution, summary, analysis, visualization, and reporting activities – e.g., involving ongoing development of online data dashboards, assessment of program participation through application- and survey-data research, forecasting, and long-term planning.
  • Provide metrics and evidence-based learnings to internal stakeholders (implementation and management teams) to inform program improvement, strategic planning, and decision-making.
  • Represent the program transparency team and its work in client-coordination activities.
  • Provide guidance to a support team of analysts and departmental project-management staff,
  • Ensure quality and refinement of “client-ready” transparency products (e.g., reports, presentations, spreadsheets, survey instruments, dashboards).
  • Other duties as assigned.

QUALIFICATIONS

Essential Knowledge, Skills and Abilities:

  • Experience writing and leading elements of successful funding proposals.
  • Ability to write well and communicate complex topics effectively for a wide variety of stakeholders, including state-agency clients.

Education:

Preferred

  • PhD with some postdoctoral research experience.

Required

  • Bachelor's degree with emphasis in sustainable transportation and energy and/or the automotive industry, such as environmental/energy policy, transportation planning, environmental planning, transportation engineering, public policy or environmental science. 
  • Advanced degree preferred.

Experience:

  • 7 to 9+ years’ related experience conducting research or evaluation projects, including definition of evaluation objectives and questions, literature review, advanced analytic methodologies, technical report writing, client communication, and conference presentation.

Computer and/or Technical Skills:

  • Demonstrated high-level abilities with programs such as (or comparable to) Excel, Word, PowerPoint and Outlook are required.
  • Familiarity with statistical and/or data visualization tools, such as Stata or Tableau, is desirable.

Amount of Travel Required

Up to 10%, based on intermittent presentations, stakeholder meetings, conferences, or the like.
