Evaluating the Connecticut Dealer Incentive for Electric Vehicle Sales

The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program provides a consumer rebate of up to $5,000 for the purchase of an electric vehicle (EV) and a dealer incentive of $300 for each rebated vehicle. The dealer incentive feature is unique among statewide EV rebate programs and has generated interest among EV market stakeholders nationwide. In 2016, the Center for Sustainable Energy (CSE) conducted a study to understand how the CHEAPR dealer incentive is distributed and used by dealerships, and to explore its effectiveness in promoting the development of the EV market.

Distributed Generation Planning: A Case Study Comparison of California and New York Proceedings

This paper provides technical, market and policy context for distributed generation planning and compares the California and New York approaches. We find that while California’s Distribution Resources Plan (DRP) Proceeding has a comprehensive focus on technical grid impacts, New York’s Reforming the Energy Vision (REV) Proceeding takes a more policy-driven approach to setting new market rules and operational practices. Together, these proceedings illustrate two pathways regulators can take to respond to and plan for increasing DER deployment.
