Responsible for general support of various Clean Transportation projects with a focus on project coordinating and back end system improvements of rebate processing specialists for administration of statewide clean transportation programs. Under general supervision from the Clean Transportation Operations Managers, the Coordinator will assume responsibilities that include program implementation, system development, partner engagement, and overall coordination of CFRP program requirements.  

Essential Functions and Responsibilities:

  • Drive the development of technical back end system software improvements and content updates.
  • Assist with the maintenance  and updating of  the internal database of Income related documentation, including SOPs and Cheat Sheets.
  • Provide logistical and administrative oversight to ensure quality control. Enforce program requirements, application procedures and standards, and support income verification processes.
  • Monitor daily activities to ensure that procedures are working to achieve program goals and to support efficient processing. Review program plans through the course of the fiscal year, and advise the Senior Manager or Program Manager as necessary.
  • Make recommendations on transportation program design, including drafting Standard Operating Procedures (SOPs), Cheat Sheets, program email templates and correspondence, and program evaluation and reporting.
  • Coordinate, organize and track progress of RPS tasks. 
  • Create program reports and presentations as needed. Contribute to data analysis and writing of transportation program reports.
  • Maintain and update the internal database of program processing related documentation, including SOPs and Cheat Sheets.
  • Handle inquiries about the program, eligible technologies and project requirements. Serve as point person for escalated customer service calls.
  • Provide overall operational support to Project & Operations managers.
  • Perform other related duties as assigned.

  • Engage clients (government, utility, and others), partners, program staff, and marketing team and to develop effective, innovative strategies and tactics for engaging key audiences, including lower income and disadvantaged communities, across the U.S. in programs related to clean energy and clean transportation.
  • Proactively collaborate with internal and external stakeholders, including program managers, Platform Development team, and Creative Services, align goals and expectations with resources; set scope, budget and team assignments for marketing projects; understand key deliverable timelines and pain points; adapt to changing circumstances, and ensure marketing products and services are delivered on time and on budget.
  • Guide, support and mentor marketing managers and associates, onboard and train new staff, and ensure opportunities for professional development.
  • Assign accountabilities, set objectives, establish and monitor priorities, and conduct annual performance appraisals.
  • Determine marketing project budgets and allocate, monitor and adjust staff billable hours, rebalancing team workloads to ensure proper utilization and avoid gaps or lulls.
  • Develop and oversee the execution of marketing plans and track and approve delivery of materials, ensuring top-quality and sharing key metrics and outcomes.
  • Develop marketing proposals and budget and hour estimates for RFPs in collaboration with Business Development team.

The Transparency and Insights (T&I) team at CSE is a dynamic group of researchers and data scientists curating data-driven insights to drive decarbonization. T&I primarily performs two functions: the first is that of a traditional evaluation organization, including administering and analyzing surveys from dozens of clean energy and transportation-related topics, converting this data into meaningful and actional program evaluations revealing the current success of the program while also providing recommendations on future program design to propel the program to the next level; and as a data analytics group, which is tasked with turning this program-specific data into more holistic insights through data science and other research techniques.  

The Project Manager will be an integral part of the T&I Project Management Office (PMO) and will be responsible for resource planning, budgets, timelines, and deliverables for research and evaluation projects mainly related to the Clean Vehicle Rebate Program (CVRP). Reporting directly to the Senior Manager, PMO, this role will work closely with all members of the Transparency and Insights (T&I) team, other leaders within CSE as well as external clients.

 

Essential Functions and Responsibilities:

  • Support programs as assigned including but not limited to the CVRP, Auto Innovators, and others as required.
  • Manage all aspects related to the successful delivery of assigned projects including:
  • Ensure timely processing of new and renewing client contracts, program invoicing, payment, and reporting.
  • Coordinate resourcing needs with Research Leads at the onset of projects.
  • Coordinate with Project and Research Leads to develop and oversee project tasks and milestones, budgets, and schedules.
  • Track and manage project activities and expenditures to ensure project deliverables are completed on time and within budget.
  • Develop and execute project reporting and preparation of regular metric reports and analysis as requested by the Senior PM and Director of EV Program Research.
  • Document and communicate project changes using PM tools.
  • Create project reports, SOPs for PMO tasks, and presentations as requested.
  • Attend and take notes at weekly and bi-weekly CVRP coordination calls and prepare updates as requested by the Director of EV Program Research.
  • Coordinate publishing of T&I’s CVRP reports to the CSE website by communicating with the Platform Development team.
  • Manage the billing and execution of tools, data and services used by the T&I CVRP team (e.g. IHS data).
  • Continuously monitor project effectiveness and bring new program and project procedures to the attention of the Senior PM as necessary.Lead T&I project teams in Agile transformation. Identify opportunities to implement Agile methodologies and lead teams using the Scrum framework. Conduct periodic Agile training sessions.

The Program Manager oversees the coordinated organization, direction, and implementation of a portfolio of projects and transformation activities to achieve outcomes and realize the benefits of strategic importance to CSE's mission of decarbonization. The Program Manager plays the vital role of business change manager within the department and industry. The Program Manager's role is mainly operational since they are responsible for planning and governance and overseeing successful execution. The Program Manager manages budgets, timelines, deliverables, and teams for one or more U.S. Transportation Department programs. This role facilitates the coordination of multiple market development projects and provides overall operational support within the U.S. Transportation Department and across departments within CSE, including new program development and implementation. Under general supervision from the Senior Manager, Transportation and Infrastructure Programs, the Program Manager will assume responsibilities that include program implementation, stakeholder engagement, marketing and outreach, and business development.

Essential Functions and Responsibilities:

  • Previous experience as a project or program manager and substantial practical experience in managing of complex programs.
