The Senior Director of Policy leads all CSE’s policy activities, including regulatory, governmental affairs, coalition building, and external relations, and serves on CSE’s Executive Leadership Team, which charts the strategic direction of the organization and manages its daily execution.

CSE’s policy group leverages CSE’s deep program operating experience and equally deep quantitative and qualitative data analytics capabilities to deliver unique, data-driven, operating experience-based policy recommendations to elected officials, regulators, and other clean energy stakeholders.  CSE regularly engages with state and local officials and the senior-most ranks of federal leadership.

Essential Functions and Responsibilities:

  • Establish a strategic vision and implementation plan that aligns policy initiatives with existing and developing clean energy programs.
  • Infuse policy communications with the data analytics and program operating experience that makes CSE’s policy engagement unique. 
  • Oversee cross-department communication to ensure that CSE’s data analytics and program experience both inform and are informed by the policy team 
  • Lead the Policy team in defining CSE positions, informed by CSE’s data analytics and program experience, on specific legislative and regulatory efforts in Distributed Energy Resources, Transportation, and Climate Change.
  • Represent CSE, its programs, and its policy positions in public forums.
  • Lead annual and multi-year resource planning and budgeting for the Policy team[LG1] .
  • Oversee all aspects of Policy team success, including priority setting, budgeting, reporting, analysis, quality control, and employee development and performance.
  • Lead a team of policy and subject-matter experts to ensure programs follow regulatory and legislative requirements for implementation and reporting.
  • Build and maintain long-term relationships with partners and clients to position CSE for continued growth.
  • Recruit, manage and mentor a team of policy specialists to support the development and execution of CSE’s policy objectives.
  • Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish, and monitor priorities, and conduct annual performance appraisals.
  • Promote a culture of respect, performance, continuous learning, and a commitment to the individual.
  • Perform other related duties as assigned.

QUALIFICATIONS

Essential Knowledge, Skills and Abilities:

Required

  • Deep familiarity with the California clean energy policy landscape at the state and local level and with a federal energy policy that affects California.
  • Demonstrated ability to interact directly with key stakeholders in the California policy environment, including experience with CARB, CEC and CPUC. 
  • Demonstrated experience developing and maintaining relationships with industry stakeholders and appointed and elected officials.
  • Ability to create and identify policy opportunities, develop forward-looking strategies, build partnerships, and lead a cross-functional team to achieve organizational success.

The Transparency and Insights (T&I) team at CSE is a dynamic group of researchers and data scientists curating data-driven insights to drive decarbonization. T&I primarily performs two functions: the first is that of a traditional evaluation organization, including administering and analyzing surveys from dozens of clean energy and transportation-related topics, converting this data into meaningful and actionable program evaluations revealing the current success of the program while also providing recommendations on future program design to propel the program to the next level; and as a data analytics group, which is tasked with turning this program-specific data into more holistic insights through data science and other research techniques.  

Reporting to the Senior Project Manager, the Junior Project Manager will be an integral part of the T&I Project Management Office (PMO).  The Junior Project Manager will be responsible for assisting with the daily management of the CARB Universal Dashboard, coordinating with numerous stakeholders to ensure successful completion of each project phase, developing and monitoring resource plans, and regularly communicating timeline and budget status. The Junior Project Manager will also support other CVRP projects as necessary.

Essential Functions and Responsibilities:

  • Ensure continuous delivery of universal dashboard project management coordination responsibilities including stakeholder engagement and project status communication, Agile best practice implementation, and project artifact, resource, and budget creation and tracking.
  • Coordinate the gathering of dashboard requirements from numerous stakeholders.
  • Work with Research Analysts to ensure partner data aligns with internal dashboard creation requirements.
  • Schedule and lead Agile team meetings.
  • Send out meeting notes and follow up on action items as appropriate.
  • Use PMO tracking tools to create and update the T&I resource plan and budget.
  • Track actual spend vs forecasted spend each month and communicate variances to the PMO team.
  • Create project management artifacts to communicate project status including a program roadmap, resource plan, and stakeholder engagement matrix to align internal and external roles and responsibilities.
  • Update Teamwork with new tasks, milestones, and delivery dates.
  • Ensure biweekly Teamwork status updates are completed
  • Attend program meetings with internal and external Stakeholders.
  • Create project reports, SOPs for PMO tasks, and presentations as requested.
  • Process program invoices as required.
  • Collaborate with the Sr Project Manager to improve project management standardization and best practices across the department.

The Center for Sustainable Energy (CSE) is seeking a data scientist who will support our product development and research team. The ideal candidate is adept at using advanced statistical modeling and data science techniques to find opportunities for product improvements, process refinement, and to test the effectiveness of different courses of action. They must have strong experience using a variety of data mining/data analysis methods, using a variety of data tools, building and implementing models, using/creating algorithms and creating/running simulations.    They must have a proven ability to drive business results with their data-based insights.  The successful candidate will be intrigued into the product development roadmaps immediately.  As such the ideal candidate would have domain knowledge in the energy space specifically with electric vehicles (“EVs”) or DERs.  

The position will work under the Senior Manager of the Data Analytics and Research team.  The Data Analytics and Research team is tasked with producing cutting-edge analytics for business development and program optimization.   The team often needs to work quickly and under significant time constraints, the ideal candidate should be comfortable with this environment.

  • Mine and analyze data to drive optimization and improvement of product development, marketing, and business strategies, as well as portfolio and program level evaluation.
  • Actively participate in product development meetings, contributing ideas and approaches, as well as providing work products to advance development roadmaps.
  • Execute various mixed methods models, to identify new, interesting, and executable insights.   Candidate should be an expert Python user with demonstrated skills in other highly utilized tools.
  • Use predictive modeling to increase and optimize customer experiences, revenue generation, ad targeting and other business outcomes.
  • Effectively communicate findings to relevant stakeholders through professional, clear, and concise presentations, reports, and visualization of the data and results of any analyses.  The ideal candidate can produce advanced visualizations that are accurate and audience specific.

Job Summary

This position is an integral part of the CSE’s Transparency and Insights (T&I) team, which supports the organization’s policy development, program implementation, and marketing and outreach activities. T&I is a dynamic group of nearly 30 researchers, data scientists, and program managers that works across all of CSE’s major program areas: clean vehicles, electric vehicle infrastructure, distributed energy resources. The Visual Analytics Specialist will contribute to CSE’s analytical capacity, particularly in data visualization and public reporting.

Essential Functions and Responsibilities

Working independently with the guidance of senior members of the T&&I team, responsibilities may include the following.

Data Visualization and Reporting

· Develop and maintain static and interactive data visualizations, ranging from tables and charts to web-based dashboards, maps, predictive models, and reporting tools.

· Access data and facilitate reporting from existing databases.

· Collaborate with T&I and other CSE departments to develop SOPs, complete projects, and ensure consistent quality across our visual analytic deliverables.

  • Oversee research analyst’s visual analytics work on a project to ensure quality and build skills.
  • Contribute to written reports and proposals describing data visualization approaches.
  • Create training modules and learning opportunities for staff to learn visual analytics skills.

Research and Statistical Methods

· Perform statistical analysis (descriptive statistics) and/or GIS-based spatial analysis.

· Perform quality control (QC) on data analysis conducted by research analysts.

· Assemble, manipulate, analyze, and interpret data from various sources, potentially in coordination with external research partners.

· Compile, read, and summarize existing literature to frame research efforts and inform policy.

CSE Program Support

· Support the development of visual analytical tools for program assessment, tracking, and evaluation, including projections of budgets and participation rates.

· Support program staff in public reporting calls and committee.

The Senior Coordinator will primarily support the California Electric Vehicle Infrastructure Project (CALeVIP), which is a statewide rebate program for electric vehicle charging stations and contributes to CSE’s mission to decarbonize.  The Senior Coordinator will work closely with project managers, rebate processing specialists, and subject matter experts to ensure the timely delivery of high-quality work products, build, and maintain strong partner and stakeholder relationships and support various aspects of project management including scope and budget management. The Senior Coordinator will have a prominent role on the program operations team, which is responsible for reviewing project applications, processing application approvals and payments, providing customer service and quality control. This role will primarily focus on the CALeVIP projects but may also expand into other areas as needed. The successful candidate will have the opportunity to contribute to a future with sustainable, equitable and resilient transportation, while gaining valuable knowledge and project management skills in a high-growth industry.

Essential Functions and Responsibilities:

  • Provide training and ongoing support to the transportation operations team of rebate processing specialists (RPS).
  • Provide logistical and administrative oversight to ensure quality control. Enforce program requirements and application procedures and standards.
  • Monitor daily activities to ensure that procedures are working to achieve program goals and to support efficient processing. Review program plans through the course of the fiscal year and advise the operations management team as necessary.
  • Make recommendations on transportation program design, including drafting Standard Operating Procedures (SOPs), "cheat sheets,” program email templates and correspondence, and program evaluation and reporting.
  • Coordinate, organize and track progress of RPS tasks. 
  • Serve as point person for escalated customer service calls and emails as they relate to transportation operations.
  • Create program reports and presentations as needed. Contribute to data analysis and writing of transportation program reports.
  • Maintain and update the internal database of program processing and related documentation, including SOPs and cheat sheets.
  • Accurately track program data in Excel and/or customer relationship management software; organize and analyze data to inform reporting requirements and program design improvements.  Ensure that procedures are working to achieve program goals and to support efficient processes.
  • Handle inquiries about the program, eligible technologies, and project requirements. 
  • Support PMs with client and subcontractor invoicing, expense tracking and budget management. 
  • Provide overall operational support to Project & Operations Managers.
