Under the guidance of the Director of Transportation, Western States, the Senior Project Manager will be responsible for managing implementation of a portfolio of electric utility transportation incentive programs, initially in California but potentially in other states as well. The Senior Project Manager will ensure that project obligations and deliverables are completed to satisfaction for multiple projects and electric utility clients. In this capacity, the Senior Project Manager will coordinate project activities across CSE’s exceptional matrix department staff, as well as external project partners. In addition to managing current projects with clients, the Senior Project Manager will assist the Director of Western States in proactively identifying innovative news services for clients and future mission development opportunities.
Essential Functions and Responsibilities:
- Develop a detailed understanding of each project’s contract, exhibits, and task orders, including scope, schedule, and budget of tasks and deliverables, as well as client invoicing procedures.
- Prepare internal calendar year budgets for each program with matrix teams and track monthly labor and non-labor project costs against budget in Power BI (or successor budget software).
- Create and manage project schedules in Teamwork (or successor PM software) and collaborate with matrix teams responsible for deliverables.
- Ensure compliance with all contractual tasks. Review and update contracts/sub-contracts and execute amendments and extensions, as needed.
- Prepare and submit project invoices to clients consistent with contractual and/or CSE internal invoicing procedures.
- Facilitate recurring coordination calls with clients to review program data, status, and any emerging issues.
- With the Director, prepare annual/semi-annual strategy sessions to review program goals and performance in the context of evolving policy, market, and technology developments.
- Monitor relevant regulatory proceedings and coordinate with CSE Policy staff on potential impacts to current projects and prospective mission development opportunities.
- Ensure adherence to CSE’s PMO requirements and best practices.
- Facilitate coordination across departments, project teams, and staff functions as appropriate.
- Assist in mission development by providing content for RFIs, RFQs and RFPs as needed.
Role Specific Responsibilities:
- Manage portfolio of existing electric utility transportation projects, as of hire:
- Pacific Gas & Electric Pre-Owned Electric Vehicle Rebate
- Pacific Gas & Electric Residential Charging Solutions
- Southern California Edison Pre-Owned Electric Vehicle Rebate
- San Diego Gas & Electric Pre-Owned Electric Vehicle Rebate
- Coordinate with other CSE project managers to identify opportunities to cross-promote the above programs (and any others in the future) with other incentive programs that may be combined with and/or complement the above programs.
- Support mission development by assisting Director with proactive client management and identification of additional services existing clients will need in the future.

Preferred
- Experience with electric utility incentive programs, especially electric vehicle programs
- Strong understanding of electric vehicle industry, market, and policies.
- Prior experience working with public agencies, electric utilities, and industry interested parties.
- Experience managing multi-disciplinary project teams and complex administrative processes.
- Demonstrated experience successfully managing client relationships.
- Proficiency in Teamwork, Tableau, and Power BI.
Education:
- Bachelor’s degree or equivalent work experience required.
- Master’s degree preferred.
