Center for Sustainable Energy (CSE) is an independent, mission-driven nonprofit organization with offices in San Diego, Berkeley, Los Angeles and Boston. We accelerate the adoption of clean and efficient energy solutions via program administration, technical assistance, policy innovation, and other forms of market facilitation. We are uniquely positioned and engaged with a variety of stakeholders and market actors, including policy-makers, state and federal agencies, regional and local governments, utilities, business and civic leaders, and individuals. Our areas of focus include distributed energy resources (renewable energy, energy efficiency, energy storage, fuel cells, combined heat and power) and clean transportation.
The Center for Sustainable Energy (CSE) is looking for an experienced, dynamic, strategic leader to help steer and grow CSE’s Distributed Energy Resources (DER) programs. CSE’s DER projects encourage the adoption of energy efficiency, solar PV and thermal, energy storage, as well as the integration of these distributed resources. Our services fall into three categories:
- Technology Integration – demonstration projects and feasibility studies that assess, test, and prove innovative approaches to achieving deep energy savings in buildings
- Incentives and Operations – development, administration, and implementation of projects that advance the adoption of clean energy via incentives and rebates;
- Advisory Services – education and outreach, technical assistance, policy development, and general consulting for local, state, and national governments and agencies, building owners and operators, contractors, designers, realtors, and other clean energy stakeholders.
The DER Program Director strategically coordinates and leads these efforts while pursuing business development opportunities that enable the DER team to grow beyond our current 35+ contracts and 40+ staff in four offices across the country. The DER Program Director is responsible for establishing and communicating the team’s strategic vision to both internal and external stakeholders and providing operational oversight to ensure that implementation is aligned with CSE strategies across all service sectors. The DER Program Director is responsible for providing timely and useful analysis and advice to CSE management, external stakeholders, Commission staff and policymakers on a wide range of regulatory and programmatic issues pertaining to DERs. Frequent travel is likely.
The ideal candidate is deeply familiar with the DER landscape including local, state, and federal policy, funding sources and opportunities, and best practices for program design and implementation. The ideal candidate also has existing relationships with a significant number of DER stakeholders and decision makers and a successful history developing new business, including identifying opportunities, building partnerships, and developing proposals with well-thought-out scopes of work and budgets. Lastly, candidates must have demonstrated experience growing and leading teams to success.
What you’ll be doing:
- Establish strategic vision and develop strategic plan that ensures continued success and growth of DER programs.
- Lead annual and multi-year resource planning and budgeting for DER programs.
- Oversee all aspects of DER programs including priority setting, budgeting, reporting, analysis, quality control, and employee development and performance.
- Work with policy managers to ensure CSE DER programs follow regulatory and legislative requirements for implementation and reporting.
- Work with policy managers to identify strategic opportunities for CSE DER programs to provide additional support to local, state, and national clean energy policy goals.
- May serve as a subject matter expert on DER technology areas to assist policy managers in their engagement with regulatory and state agencies and legislatures.
- Address escalated contract management issues when necessary including client relationship management, contract negotiation, scope and budget management, and results reporting.
- Build and maintain long-term relationships with partners and clients across the DER sector to position CSE for continued growth.
- Recruit, manage, and mentor a team of technical specialists to support the development and execution of DER programs.
- Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish and monitor priorities, and conduct annual performance appraisals.

The ideal candidate:
- Master’s degree in energy or policy-related field is preferred.
- Minimum of 15 years of related program management experience and program development in the energy sector; or equivalent combination of education and experience.
- A proven track record demonstrating the ability to work in a fast-paced, forward-moving environment with the ability to quickly learn new technologies.
- Outstanding communication skills with the proven ability to utilize these skills across groups within and outside the organization.
- Business/finance skills sufficient to understand budgeting, financial payback, and return on investment.
- Prior work experience at a management level in nonprofit, clean energy and/or utility company preferred.
- Connections to and contacts in the energy sector and environmental nonprofit groups.
- Significant experience in formulating and writing business proposals and development documents.
- Understanding of the multidisciplinary aspects of energy projects including planning, permitting, finance, and technology.
- Knowledge of state demand-side management energy policies, priorities, and budgets and ability to identify opportunities for growth for CSE DER programs.
- Knowledge of promising and innovative program design concepts for DER technologies.
- Familiarity with California's energy efficiency and DER regulatory proceedings (CPUC and California Energy Commission), the CA Energy Efficiency Coordinating Committee, and statewide program administration roles and opportunities.
- Knowledge of zero net energy goals and implications for program growth.
- Program management experience, including tactical decision-making, facilitation, communications, and the ability to develop and attain goals. Demonstrated ability to manage multi-year, multi-million dollar and complex projects.
- Ability to carry out systematic data tracking and reporting processes and implement planned steps from start to finish.
- Demonstrated experience developing lasting stakeholder partnerships.
- Demonstrated success in drafting scopes of work, budgets, and complex proposals that result in contracts.
