Clean Vehicle Rebate Project: Characterizing Plug-In Hybrid Electric Vehicle Consumers Most Influenced by California's Electric Vehicle Rebate

California's Clean Vehicle Rebate Project (CVRP) offers rebates for consumers who purchase eligible plug-in and fuel-cell electric vehicles. With evidence from a voluntary survey offered to all individual CVRP participants, this analysis used logistic regression to examine the relationship between consumer factors and the influence of CVRP on consumers’ acquisition decisions. Factors considered for inclusion encompassed transaction, household, and demographic characteristics, motivations for adopting plug-in hybrid electric vehicles, and measures of experience with plug-in electric vehicles. This initial analysis examined a set of consumers who adopted plug-in hybrid electric vehicles between fall 2012 and spring 2015.

Response to all programs: Education and Outreach (E&O) programs with statewide touchpoints will require statewide coordination; Further guidance regarding anonymous and aggregated data is warranted; Evaluate the use of a single, neutral, third party program ombudsman to facilitate TE activities; Prioritize TE investments that complement statewide transportation and infrastructure policy initiatives.
