|Presentation: “Electric Vehicle Rebates: Lessons Learning”
Presentation given to the Connecticut EV Roadmap Technical Meeting (February 8, 2019). It provides an overview of the EV market and its trajectory, and characterizes Connecticut’s CHEAPR EV-rebate program—including rebated consumers and program impacts. Finally, it highlights the role of CHEAPR’s MSRP cap in reducing free ridership and promoting equitable access.
|Presentation: “Exploratory Estimation of Greenhouse-Gas Emission Reductions from California’s Clean Vehicle Rebate Project”
Presentation given at the Transportation Resources Board’s 98th Annual Meeting in Washington D.C. (January 16, 2019) that described a preliminary but more detailed picture the Clean Vehicle Rebate Project’s greenhouse-gas impacts. The analysis utilized project-specific data to through August 2018 (N=257,401 participants). Reductions attributable to rebated plug-in hybrid electric vehicles (PHEVs) and battery electric vehicles (BEVs) over the first year of vehicle ownership were estimated to be approximately 713 thousand metric tons of CO2-equivalent, or an average of 2.58 tons per PHEV and 2.90 tons per BEV. Findings indicate that use of project-derived data can significantly enhance characterizations of the impact of incentive programs.
|Presentation: “CVRP: Market Projections and Funding Needs”
Presentation given at the California Air Resources Board’s Public Workshop on the Update to the Three-Year Plan for Light-Duty Vehicle and Transportation Equity Investments (December 4, 2018). It estimates the rebate funding needed for the next three years and for California to reach five million electric vehicles. It also assesses the market’s trajectory relative to state goals and describes projection methods, data, and sensitivities.

|Summary of Disadvantaged Community Responses to the EV Consumer Survey, 2013–2015 Edition
This report summarizes responses provided by residents of disadvantaged communities to the CVRP Consumer Survey, 2013– 2015 edition. It examines statistically significant differences between those residing inside (n=1,083) and those residing outside (n=18,377) of disadvantaged community census tracts, and further segments each group by vehicle technology type (battery and plug-in-hybrid electric vehicle). |Drive EverGreen 2.0 Incentive Program: Final Evaluation Report
Sonoma Clean Power, a community choice electricity provider in Northern California, contracted with the Center for Sustainable Energy to administer the second iteration of an incentive program (Drive EverGreen) that supports electric vehicle adoption in Sonoma County. This evaluation report summarizes Drive EverGreen 2.0, which ran from 8/8/2017 through 11/30/2017, including evaluation activities and recommendations to inform future programs.
|Presentation: "Electric Vehicle Rebates: Exploring Indicators of Impact in Four States"
This presentation was delivered as part of a “Lighting Talk” at the EV Roadmap 11 Conference in Portland, Oregon. An exploration of the impact of four statewide rebate programs for clean-vehicle adoption: Clean Vehicle Rebate Project (CVRP); Massachusetts Offers Rebates for Electric Vehicles (MOR-EV); Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR); and Drive Clean by New York State Energy Research and Development Authority (NYSERDA). Outcomes include the profiles of rebate consumers, how the rebates influenced consumer behavior, and what the impacts are on the market of electric vehicles.

A preliminary exploration of the impact of the Clean Vehicle Rebate Project (CVRP), a statewide rebate program for clean-vehicle adoption. |Tailoring the Solar Permitting Process to Match Stakeholder Preferences
The Center for Sustainable Energy and Lawrence Berkeley National Laboratory hosted a webinar to share a new joint project aimed at systematically designing “mass customized” streamlined solar permitting practice combinations that suit different types of building departments, PV installers, and utilities while also reducing the uncertainty and delays associated with the full interconnection of rooftop PV systems.
