Drive EverGreen Electric Vehicle Incentive Pilot Program: Evaluation Report

Sonoma Clean Power, a community choice electricity provider in Northern California, contracted with the Center for Sustainable Energy to administer a pilot incentive program to support electric vehicle adoption in Sonoma County. The innovative pilot program combined elements of “group buy” and voucher programs to provide a point-of-sale incentive offered through participating dealerships. This evaluation report summarizes the incentive program, evaluation activities including a participant survey and interviews with participating dealers and OEMs, and recommendations to inform future programs.

Response to Volkswagen’s (VW’s) first 30‐month ZEV Investment Plan

CSE continues to applaud CARB’s leadership on VW settlement matters, as well as CARB's broader goals of reducing greenhouse gas (GHG) emissions and improving air quality. CARB’s Guidance to VW Informing Their First 30‐Month ZEV Investment Plan is a testament to that leadership. CARB’s guidance provides concise, yet flexible, direction to inform VW’s Cycle 1 Plan.

It examines the design and implementation of programs administered by the Center for Sustainable Energy that support markets for electric passenger cars with cash rebates. In so doing, the webinar provides up-to-date information on markets for electric cars, supportive policies, and sources of data that empower stakeholders to support the transition to sustainable energy.

Clean Vehicle Rebate Project: Characterizing Plug-In Hybrid Electric Vehicle Consumers Most Influenced by California's Electric Vehicle Rebate

California's Clean Vehicle Rebate Project (CVRP) offers rebates for consumers who purchase eligible plug-in and fuel-cell electric vehicles. With evidence from a voluntary survey offered to all individual CVRP participants, this analysis used logistic regression to examine the relationship between consumer factors and the influence of CVRP on consumers’ acquisition decisions. Factors considered for inclusion encompassed transaction, household, and demographic characteristics, motivations for adopting plug-in hybrid electric vehicles, and measures of experience with plug-in electric vehicles. This initial analysis examined a set of consumers who adopted plug-in hybrid electric vehicles between fall 2012 and spring 2015.

Response to SDG&E’S Application include: Support for SDG&E’s Priority Review Project regarding SDG&E’s Standard Review Project, Support to leverage the existing Program Advisory, Council (PAC); Quarterly, not annual, reporting will be sufficient to evaluate program and project success; All proposed EVSE programs should have Vehicle Grid Integration (VGI) functionality; Set 25% disadvantaged communities (DAC) benchmarks, and tailor goals to reflect SDG&E’s territory demographics.
