The Center for Sustainable Energy (CSE) is seeking a scientist with program-design, forecasting, consumer-research, program-evaluation, survey-research experience and/or scenario-planning experience and an interest in electric vehicle (EV) markets and policies. This position will collaboratively direct the analysis—including market projections and funding scenarios—that provide design recommendations to, and supports the near- and long-term planning for, five statewide electric-vehicle rebate programs, including California’s half-billion-dollar Clean Vehicle Rebate Project (CVRP).

More broadly, the position will act as an enabler of EV market transformation through provision of data and evidence-based insight to inform program improvement, policymaking, and public and private strategic planning—thereby empowering stakeholders throughout the clean-transportation ecosystem. The position will work under Director of Strategic Research and Analytics with the guidance and direction of the Senior Account Manager as well as the Principal Advisor. The support of a team of analysts and project management staff will also be available.

Essential Functions and Responsibilities:

  • Collaboratively lead
    • program planning (including projections) and incentive-design analysis and evaluation of market, emission, program participants and development of outreach strategies, and other impacts of rebate programs
    • the design and execution of a variety of data collection, management, distribution, summary, analysis, visualization, and reporting activities – e.g., involving ongoing development of online data dashboards, assessment of program participation through application- and survey-data research, forecasting, and long-term planning.
  • Provide metrics and evidence-based learnings to internal stakeholders (implementation and management teams) to inform program improvement, strategic planning, and decision-making.
  • Represent the program transparency team and its work in client-coordination activities.
  • Provide guidance to a support team of analysts and departmental project-management staff,
  • Ensure quality and refinement of “client-ready” transparency products (e.g., reports, presentations, spreadsheets, survey instruments, dashboards).
  • Proactively build capacity and initiatives related to program-impact assessment within and across programs.
  • Other duties as assigned.

QUALIFICATIONS

Essential Knowledge, Skills and Abilities:

Required

  • Training in and experience with quantitative methods, in particular those related to program design, scenario analysis or forecasting
  • Ability to work independently and produce high-quality, refined work products
  • Ability to collaborate with a team of analysts (e.g., designing requests, providing feedback and quality assurance, adding refinement, making meaning, understanding strategic connections)
  • Ability to understand, review, and build upon the existing research literature
  • Experience writing technical reports and research papers
  • Experience writing and leading elements of successful funding proposals.
  • Ability to write well and communicate complex topics effectively for a wide variety of stakeholders, including state-agency clients.
  • Strong attention to detail.

Preferred

  • Knowledge of the electric vehicle market and related policies and technologies
  • Familiarity with statistical tools (e.g., Stata, R)

Education:

  • Ph.D. in a relevant field (e.g., evaluation [program design], scenario analysis, forecasting, etc.).

Experience:

  • 7 to 9+ years’ related experience (including Ph.D. and post-doctoral research experience) conducting research or evaluation projects, including the definition of evaluation objectives and questions, literature review, advanced analytic methodologies, technical report writing, client communication, and conference presentation.

Computer and/or Technical Skills:

  • Demonstrated high-level abilities with programs such as (or comparable to) Excel, Word, PowerPoint and Outlook are required.
  • Familiarity with statistical and/or data visualization tools, such as Stata or Tableau, is desirable.

Amount of Travel Required

Up to 10%, based on intermittent presentations, stakeholder meetings, conferences, or the like.

 

This position helps leads the implementation of the California’s Clean Vehicle Rebate Project (CVRP).  Duties include working directly with clients and leading the coordination of independent internal departments to implement program scope per agreed upon schedules and budgets.  Scope of program includes program design, outreach and education activities, partner management, platform development, rebate/incentive processing operations, and program transparency and evaluation activities that include data analytics.  In addition, the Program Manager supports business development activities, including RFPs, related to EV incentive programs.

Essential Functions and Responsibilities:

  • Ensure programs are implemented in a manner that promotes/encourages widespread EV adoption.
  • Work directly with clients to support their needs, including reporting on status and collaborating on opportunities to improve programs.
  • Ensure the scope, schedule, and budget of each program is adequately defined with clients to set realistic expectations.
  • For assigned programs, ensure all program scope and contractual requirements are met. 
  • Ensure budgets and timelines are adhered to, and that quality of deliverables to clients and stakeholders meet/exceed expectations.
  • Work with CSE’s outreach and education teams and marketing department to ensure program awareness and participation are at desired levels.
  • Work with CSE’s rebate/incentive processing operations team to ensure program needs are defined/understood so that SOPs and execution of rebate processing can efficiently and effectively take place.
  • For assigned programs, define the necessary platform and systems capabilities from a business perspective, and work with CSE’s platform development team to ensure program websites and systems capabilities are implemented. 
  • Work with CSE’s transparency and evaluation team to provide program performance metrics to stakeholders.
  • Work with CSE’s account management and business development team to establish new EV incentive programs.  This includes helping these teams to creatively define the proper scope, schedule, budget to achieve both client and CSE objectives.
  • Define and manage budgets for all assigned programs, including projected resource needs.
  • Ensure invoices (inbound and outbound) are promptly reviewed and dispositioned in coordination with CSE finance and accounting department.
  • Frequently report status to CSE management.

WORKING CONDITIONS

Responsible for general support of various Clean Transportation projects with a focus on training of rebate processing specialists and income-related operations for administration of statewide clean transportation programs. Under general supervision from the Clean Transportation Operations Managers, the Coordinator will assume responsibilities that include program implementation, team training and support, partner engagement, and overall coordination of transportation program requirements and income verification.    

Essential Functions and Responsibilities: 

  • Provide training and ongoing support to the transportation operations team of rebate processing specialists (RPS). 
  • Provide logistical and administrative oversight to ensure quality control. Enforce program requirements, application procedures and standards, and support income verification processes. 
  • Monitor daily activities to ensure that procedures are working to achieve program goals and to support efficient processing. Review program plans through the course of the fiscal year and advise the Senior Manager or Program Manager as necessary. 
  • Make recommendations on transportation program design, including drafting Standard Operating Procedures (SOPs), Cheat Sheets, program email templates and correspondence, and program evaluation and reporting. 
  • Coordinate, organize and track progress of RPS tasks.  
  • Create program reports and presentations as needed. Contribute to data analysis and writing of transportation program reports. 
  • Maintain and update the internal database of program processing and income verification related documentation, including SOPs and Cheat Sheets. 
  • Handle inquiries about the program, eligible technologies and project requirements. Serve as point person for escalated customer service calls as they relate to transportation operations and income verification. 
  • Provide overall operational support to Project & Operations managers. 
  •  Perform other related duties as assigned.

The Electric Vehicle Dealership Specialist will be responsible for the development and execution of a variety of projects relating to plug-in and fuel-cell EV Dealerships. Under the EV Initiatives and Transportation Department, the position will conduct multiple EV market facilitation projects, many of which are associated with the administration of the California Air Resources Board’s CVRP, Massachusetts’ MOR-EV, and similar projects. In addition to duties related to the CVRP and similar projects, this position will also provide overall operational support within CSE’s Transportation Department, including new program development, policy guidance, and implementation.

Essential Duties & Responsibilities:

  • Stakeholder Engagement:  Interact with EV market stakeholders including, but not limited to, dealerships, auto groups, auto dealer associations, state agencies, air districts, automakers, media, and others. (40%)

  • Extensive knowledge of the vehicle retail industry and their networks in California, ZEV MOU states, or other strategic states/regions
  • Familiarity with transportation issues relating to greenhouse gas (GHG) and criteria air pollutant emissions, including California and national energy and air-quality policies
  • Familiarity with vehicle retail industry training methods and programs
  • Ability to create data visualization products, presentations, reports, and other products.
  • Dealership specialists will identify gaps in our current outreach practices and will identify possible improvements and potential partners to complete pilot testing or policy enhancements. This position will be able to pitch new project ideas by connecting the team with potential dealer partnerships.
  • This position works to position CSE as a leader in EV outreach and education. In order to improve relationships with dealerships and new car associations, it is important to have consistent interactions and information to strengthen CSE relationships with a number of stakeholders.  If the employee were not able to consistently work with dealer groups, CSE may miss out on opportunities and future projects.

Preferred Qualifications:

  • Preferred car sales experience but not required

Education and Experience Requirements:

• Bachelor's degree required. Degree programs should ideally demonstrate relevance to sustainable transportation and energy and/or the automotive industry, such as environmental/energy policy, transportation planning, environmental planning, transportation engineering, specialized public policy, environmental science, or technological innovation.

• 5+years of experience related to the duties and responsibilities specified, including direct experience in and/or with auto dealerships, and experience maintaining relationships with external clients.

 

Represents CSE and programs such as the Clean Vehicle Rebate Project (CVRP) at Dealerships and Dealership related events. Responsible for educating and engaging target audiences about the benefits offered through CSE’s programs.

Essential Functions and Responsibilities:

Dealership Outreach

  • Lead dealership education efforts through in-person visits and coordination of training sessions.
  • Support training Outreach Coordinators in dealership engagement.
  • Support launching and collecting surveys from dealership engagement activities and programs.
  • Identify key accounts and build/maintain relationships with dealerships in assigned territory.
  • Represent CSE and their programs while creating engagement opportunities at all dealership sites and approved dealership community events.
  • Coordinate needs for dealership site visits and trainings, event participation, including negotiating booth location and cost with event organizers, contract management, logistics (transporting collateral to/from event locations, and setting up/tearing down displays), and any other needs that may be required.
  • Oversee inventory of all outreach materials, monitor supplies (re-ordering and repairing as needed), and organization of those items (quality assurance).
  • Identify key accounts and build/maintain relationships with dealerships in assigned territory.
  • Salesforce account management.
    • Enter all dealership event data into Salesforce including but not limited to phone calls, emails, and in-person visits.

Dealership Outreach Follow Up

  • Ensure effective follow up with contacts made at dealerships and events.
  • Assist in the creation of email templates to be sent to dealership contacts and event attendees whose email addresses were collected.
  • Create communications that reinforce key outreach messaging and encourages dealership contacts and event attendees to take action.
  • Increase website traffic and create extended outreach opportunities as a result of proper dealership and event follow up communications.
  • Address frequently asked questions, dealership issues, and/or provide other information that was brought up at specific dealerships and events. 
  • Track dealership and event outreach metrics (i.e. event attendance, volume of collateral distributed, number of quality conversations had) for internal/external reporting purposes.

Partnership Developments

  • Participate in the development of new, regional partnerships that will assist in meeting program goals.
  • Develop the dealership “tool kit” to be used in reaching out to potential partners.
  • Assist in maintaining relationships with dealerships and partners, ensuring they have materials they need to disseminate to their respective audience/customers.
  • Assist in creating content for the statewide dealership newsletter email.
