Essential Functions and Responsibilities:

Research and Statistical Methods

  • Compile, read, and summarize existing literature to frame research efforts and inform policy
  • Administer surveys, focus groups and/or interviews
  • Assemble, manipulate, analyze and interpret data from various sources, often in coordination with external research partners
  • Perform statistical analysis, including multivariable linear regressions, GIS-based spatial analysis, time series modeling and forecasting techniques
  • Apply machine learning techniques and algorithms, such as k-NN, Naive Bayes, SVM, Decision Forests, etc.
  • Effectively communicate findings and implications to internal staff and high-level external stakeholders
  • Review analyses conducted by other research analysts for quality
  • Document research procedures and develop SOPs
  • Draft written reports and proposals describing completed or proposed model design, implementation and results
  • Work collaboratively with program teams and other members of T&I team to achieve objectives.

Data Visualization and Reporting

  • Generate web-based data visualization, maps and reporting tools
  • Access and facilitate reporting from existing program, customer relationship management (CRM) databases, and enterprise resource planning software databases

Project Scoping and Implementation

  • Identify market needs, internal program needs and external funding opportunities; design and scope research projects to address these needs and opportunities; write proposals to secure funding for research projects
  • Play a leadership role on the T&I team to design research and manage research implementation according to industry best practices and internal quality assurance protocols; serve as Principle Investigator when large research projects warrant it.
  • Mentor junior members of T&I team in research methods and project work.

CSE Program Support

  • Develop analytical tools for program assessment, tracking and evaluation, including projections of budgets and participation rates.
  • Support/represent program staff in public reporting calls and committee.
  • Support/represent program staff in measurement and evaluation activities.
  • Support program staff in developing presentations.
  • Participate, as needed, in program working groups, meetings, and regulatory proceedings.
  • Advise program teams of research needs, opportunities, strategies and best practices; help them scope research projects that help meet their project goals.
  • Maintain effective working relationships with internal clients and other stakeholders.

Other

  • Contribute to T&I team strategy/work plan
  • Present at conferences produce research briefs and reports
  • Manage intern(s), including hiring, timesheets, requirements for school credit (if applicable), defining assignments, overseeing projects and progress, and providing feedback for improving performance.

Essential Knowledge, Skills and Abilities:

Required

  • Proficiency in Microsoft Word and PowerPoint; advanced proficiency in Excel

Education

Essential Functions and Responsibilities:

  • Develop, configure, test, deploy and support custom implementations using several different technologies and frameworks including Drupal, PHP, Python, Javascript, Java, Wordpress, Node.js, jQuery, HTML, CSS
  • Architect complex Integrations between Content Management Systems such as Drupal and Salesforce
  • Build web services and API’s for custom integrations (ie. Drupal/Salesforce integration)
  • Knowledge and experience in MVC web frameworks
  • Experience in modern authentication and authorization technologies (OAuth, JWT, Policy, Claims)
  • Develop code based php solutions for deployments of existing, new and redesigned systems
  • Implement custom modules in Drupal with API hooks
  • Experience writing and integrating code from multiple APIs
  • Participate in agile and scrum best practices as we strive for continuous integration and delivery (CI-CD)
  • Maintain, upgrade and debug existing sites and custom PHP applications
  • Hands-on experience with server configurations, maintenance, and troubleshooting LINUX and NGIX
  • Familiarity with CLI tools, shell scripting, package management, security best practices and various application deployment methods
  • Support production operations and provide engineering-level insight on platform issues
  • Solid experience with Git for VCS, and ideally, GitFlow methodology
  • Solid knowledge of web protocols and standards such as SOAP, JSON, HTTP(S).

  • Experience as a team lead or in a supervisory/management role of a team of web and database developers
  • Knowledge of how to design, create and test products

Under supervision from the Senior Operations Manager, the Operations Manager supervises Clean Transportation Operations staff, managing daily operations to maximize rebate application processing efficiency and ensure that the team is achieving project objectives.

What you’ll be doing:
 

  • Manages activities within the Clean Transportation Operations team with responsibility for results including costs, methods, and staffing. Supervises 6-8 employees.
  • Establishes goals for team members and monitors their progress. Ensures individual and team goals are achieved or exceeded. Provides regular feedback.  Conducts performance appraisals. Creates professional development opportunities.
  • Develops and maintains project expertise and deep understanding of rebate processing systems to guide Operations team members in their work, solve technical problems, maintain efficient work processes, and identify opportunities for improvement.
  • Coaches employees in customer service best practices; monitors quality of team customer service; handles escalated customer service calls.
  • Coordinates with internal teams and external vendors to implement and test system and process updates to meet new program requirements and to improve existing processes.
  • Maintains quality control and performance metrics to ensure team members are completing work efficiently and accurately. Supports internal and external project auditing activities to ensure compliance with processes. Ensures data is handled according to program requirements and data security best practices.
  • Develops and maintains documentation for all Operations processes and policies. Develops and maintains standard language for communicating with applicants via website, email, and phone. Trains employees to follow processes consistently and accurately.
  • Communicates regularly with the Clean Transportation Operations management team to provide status updates, report concerns, and recommend solutions and improvements.
  • Takes strategic direction from the Senior Operations Manager and proactively directs the team’s efforts based on that direction.


The ideal candidate:

  • 5-6 years of related experience. Working knowledge of project management principles, managing grant agreements and government contracts.
  • Experience in clean energy industry preferred.
  • Some graduate school experience may take the place of some work experience if directly relevant to the essential duties and responsibilities of this position.
  • Bachelor’s degree required. Master’s degree preferred.
  • Additional work experience may be substituted to satisfy the education requirement.

The Electric Vehicle Dealership Specialist will be responsible for the development and execution of a variety of projects relating to plug-in and fuel-cell EV Dealerships. Under the EV Initiatives and Transportation Department, the position will conduct multiple EV market facilitation projects, many of which are associated with the administration of the California Air Resources Board’s CVRP, Massachusetts’ MOR-EV, and similar projects. In addition to duties related to the CVRP and similar projects, this position will also provide overall operational support within CSE’s Transportation Department, including new program development, policy guidance, and implementation.

Essential Duties & Responsibilities:

  • Stakeholder Engagement:  Interact with EV market stakeholders including, but not limited to, dealerships, auto groups, auto dealer associations, state agencies, air districts, automakers, media, and others. (40%)
  • Business & Policy Development:  Contribute to the development of new business and policy positions related to EV stakeholders, draft proposals and policy comments. (30%)
  • Education & Outreach: Collaborate with the marketing department and program staff to execute a variety of dealer/stakeholder education and outreach activities; represent CSE at external events. (15%)
  • Program/Project Design & Evaluation:  Identify needs, make recommendations on the design of stakeholder initiatives; evaluate the effectiveness of activities. (10%)
  • Analysis, Writing & Reporting: Analyze data and write guides, training materials, industry articles, project reports, outreach materials, and media content. (5%)

PREFERRED SKILLS, KNOWLEDGE AND ABILITIES

  • Extensive knowledge of the vehicle retail industry and their networks in California, ZEV MOU states, or other strategic states/regions
  • Familiarity with transportation issues relating to greenhouse gas (GHG) and criteria air pollutant emissions, including California and national energy and air-quality policies
  • Familiarity with vehicle retail industry training methods and programs
  • Ability to create data visualization products, presentations, reports, and other products.
  • Dealership specialists will identify gaps in our current outreach practices and will identify possible improvements and potential partners to complete pilot testing or policy enhancements. This position will be able to pitch new project ideas by connecting the team with potential dealer partnerships.
  • This position works to position CSE as a leader in EV outreach and education. In order to improve relationships with dealerships and new car associations, it is important to have consistent interactions and information to strengthen CSE relationships with a number of stakeholders.  If the employee were not able to consistently work with dealer groups, CSE may miss out on opportunities and future projects.

Preferred Qualifications:

  • Preferred car sales experience but not required

Education and Experience Requirements:

• Bachelor's degree required. Degree programs should ideally demonstrate relevance to sustainable transportation and energy and/or the automotive industry, such as environmental/energy policy, transportation planning, environmental planning, transportation engineering, specialized public policy, environmental science, or technological innovation.

• 5+years of experience related to the duties and responsibilities specified, including direct experience in and/or with auto dealerships, and experience maintaining relationships with external clients.

 

Represents CSE and programs such as the Clean Vehicle Rebate Project (CVRP) at Partner and stakeholder related events. Responsible for educating and engaging target audiences about the benefits offered through CSE’s programs.

Essential Functions and Responsibilities:

Partnership Outreach and Stakeholder Management

  • Lead partnership education efforts through in-person visits and coordination of training sessions.
  • Support training Outreach Coordinators in partner and stakeholder engagement.
  • Support launching and collecting surveys from partner and stakeholder engagement activities and programs.
  • Identify key accounts and build/maintain relationships with partners and stakeholders in assigned territory.
  • Represent CSE and their programs while creating engagement opportunities at all stakeholder sites and approved partnership community events.
  • Coordinate needs for partnership site visits and trainings, event participation, including negotiating booth location and cost with event organizers, contract management, logistics (transporting collateral to/from event locations, and setting up/tearing down displays), and any other needs that may be required.
  • Oversee inventory of all outreach materials, monitor supplies (re-ordering and repairing as needed), and organization of those items (quality assurance).
  • Identify key accounts and build/maintain relationships with partners and stakeholders in assigned territory.
  • Salesforce account management.
    • Enter all interactions with partners and stakeholders into Salesforce including but not limited to phone calls, emails, and in-person visits.

Partnership Outreach Follow Up

  • Ensure effective follow up with contacts made.
  • Assist in the creation of email templates to be sent to stakeholders and event attendees whose email addresses were collected.
  • Create communications that reinforce key outreach messaging and encourages stakeholders and event attendees to take action.
  • Increase website traffic and create extended outreach opportunities as a result of proper partner and stakeholder follow up communications.
  • Address frequently asked questions and partnership issues
  • Track partnership and event outreach metrics (i.e. event attendance, volume of collateral distributed, number of quality conversations had) for internal/external reporting purposes.

Partnership Developments

  • Participate in the development of new, regional partnerships that will assist in meeting program goals.
    • Primary stakeholders and partners: Dealerships, New Car Dealer Associations, transportation groups
  • Assist in maintaining relationships with stakeholders and partners, ensuring they have materials they need to disseminate to their respective audience/customers.

WORKING CONDITIONS

Work Environment:

  • Works in an office environment.
  • Frequent travel to Partnership sites (40-60% travel in regional territory)
  • Occasional travel to community events, trade shows and other activities away from CSE work location involving evening and/or weekend work.
  • CVRP work vehicle will be provided as well as a company credit card and hotel accommodations.
  • First week of training will be at CSE headquarters in San Diego.
