Center for Sustainable Energy (CSE) is an independent, mission-driven nonprofit organization with offices in San Diego.  We accelerate the adoption of clean and efficient energy solutions via program administration, technical assistance, policy innovation, and other forms of market facilitation. We are uniquely positioned and engaged with a variety of stakeholders and market actors, including policy-makers, state and federal agencies, regional and local governments, utilities, business and civic leaders, and individuals in both the general market and equity sectors. Our technical areas of focus include distributed energy resources (renewable energy, energy efficiency, energy storage, fuel cells, combined heat and power) and clean transportation.

The Program Manager oversees one or more transportation decarbonization programs for utility or state agency clients. The primary responsibility is to interpret and implement utility and agency program objectives, leveraging CSE expertise in transportation program design, marketing, technology, and data analytics. To do so, the Program Manager interfaces with the client to refine scope and map implementation timelines and coordinates CSE’s teams to deliver accordingly. To excel in the role, Program Managers must be detail-oriented, have Project Management experience, have transportation decarbonization experience, and have excellent interpersonal skills.

Essential Functions and Responsibilities:

  • Manage program budgets, scopes of work, service-level agreements, and implementation timelines to ensure client satisfaction and contractual compliance.
  • Coordinate activities across CSE’s matrix teams to seamlessly deliver throughout all phases of the program life cycle.
  • Lead creation and/or provide critical review of project deliverables to ensure a high standard of quality on all work products.
  • Develop budget forecasts, track spend, identify variances and address accordingly.
  • Proactively identify program implementation risks and issues, escalate as necessary and take corrective actions.
  • Track relevant legislation and regulations for programs and work with organizational leadership to interpret program implications.
  • Manage client and stakeholder relationships, ensuring CSE is a responsive and trusted partner and program administrator.
  • Contribute to business development efforts, including developing program budgets and implementation plans, drafting responses to solicitations, and identifying project partners.
  • Support internal business process improvement initiatives.
  • Supervise direct reports, setting performance goals and expectations, providing feedback and coaching for professional development.
  • Contribute to CSE Thought Leadership through blog posts and representation at external events.
  • Perform other related duties as assigned.

QUALIFICATIONS

Essential Knowledge, Skills and Abilities:

Required

  • Strong leadership and project/program management skills, including mastery of the scope/schedule/budget “triple constraint”.
  • Excellent critical thinking and problem-solving skills, and strong attention to detail.
  • Excellent oral and written communication skills, and an ability to distill complex ideas into simple, easy-to-understand terms
  • Demonstrated proficiency in a client-facing customer service role and the ability to work positively with a wide range of individuals across departments.
  • General knowledge of transportation and built environment decarbonization issues, and fundamentals of market transformation and theory of change.
  • Strong independent research skills and knowledge of applicable resources, including internet, regulatory and related industry documents.
  • Strong organizational, time management and planning skills, and the ability to perform within required deadlines.
  • Ability to handle multiple tasks, changing priorities and complex assignments.
  • Ability to use sound judgment in responding to issues and concerns.
  • Entrepreneurial, problem-solving mindset.
  • Demonstrated high-level of abilities in various computer software programs and fluency in using standard office software packages such as M.S. Office Suite, CRM software platforms, PM software platforms, Microsoft Teams, etc.

Preferred

  • Experience working with utility and/or state agency clients
  • Working knowledge of managing grant agreements and government contracts
  • PMP certification or equivalent
  • LeanSixSigma certification or equivalent
  • 3-5 years of experience in the clean energy or transportation industry
  • Experience with Salesforce and similar CRM platforms
  • Experience with advanced technology market transformation programs
  • Familiarity with clean transportation policies and landscape

Education:

  • Bachelor’s degree or equivalent work experience required; Master’s degree preferred

Experience:

  • Minimum 5 years of relevant experience

Licenses, Certificates or Registrations:

  • Valid driver’s license from the respective state and valid auto insurance
