Center for Sustainable Energy (CSE) is an independent, mission-driven nonprofit organization with offices in San Diego.  We accelerate the adoption of clean and efficient energy solutions via program administration, technical assistance, policy innovation, and other forms of market facilitation. We are uniquely positioned and engaged with a variety of stakeholders and market actors, including policy-makers, state and federal agencies, regional and local governments, utilities, business and civic leaders, and individuals in both the general market and equity sectors. Our technical areas of focus include distributed energy resources (renewable energy, energy efficiency, energy storage, fuel cells, combined heat and power) and clean transportation.

Job Summary

Responsible for ensuring the quality, accuracy, and reliability of business solutions supporting rebate program operations, applicant-facing portals, system integrations, and platform initiatives. The QA Analyst works with Platform Development, Operations, and other stakeholders to validate system enhancements, new functionality, program configurations, and platform migrations prior to release.

This role combines business process expertise with quality assurance practices to ensure solutions meet business requirements and deliver a positive customer and operational experience. Responsibilities include test planning and execution, defect tracking, user acceptance testing (UAT), migration validation, and continuous process improvement.

The ideal candidate brings strong knowledge of rebate operations and business processes, along with the analytical aptitude to quickly learn quality assurance methodologies and solution validation practices.

Essential Functions and Responsibilities:

  • Develop and execute test plans, test cases, and validation procedures for system enhancements, new features, defect fixes, and strategic initiatives.
  • Validate functionality across applicant-facing portals, operational systems, integrations, reporting solutions, and other business applications.
  • Perform functional, regression, integration, end-to-end, and user acceptance testing activities.
  • Identify, document, prioritize, and track defects through resolution and retesting.
  • Validate business rules, workflows, calculations, data integrity, and system configurations.
  • Support platform migration initiatives through conversion testing, reconciliation activities, and validation of migrated programs, data, and configurations.
  • Collaborate with Platform Development, Operations, and other stakeholders throughout the solution lifecycle.
  • Analyze proposed changes to identify business impacts, risks, dependencies, and testing requirements.
  • Participate in release readiness activities, production validation, and investigation of production issues.
  • Recommend improvements to testing practices, business processes, and overall solution quality while serving as a subject matter expert for rebate operations and customer workflows.
  • Perform other related duties as assigned.

QUALIFICATIONS

Required

  • Ability to document findings and communicate effectively with business and technical stakeholders.
  • Ability to work independently, manage competing priorities, and meet deadlines.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Teams, and Outlook.
  • Demonstrated adaptability in a fast-paced environment with evolving business and project needs. 

Preferred

  • Experience in rebate processing, program administration, claims processing, or similar operational environments in the sustainability market.
  • Experience participating in system testing, user acceptance testing (UAT), software implementations, or process improvement initiatives.
  • Familiarity with quality assurance concepts, testing methodologies, and defect management practices.
  • Experience validating customer-facing applications, portals, workflows, or other business systems.
  • Experience supporting platform migrations, system conversions, or business transformation initiatives.
  • Experience working with project management, requirements, or issue-tracking tools.

Education:

  • Bachelor's degree in Business Administration, Information Systems, Technology, Operations Management, or related field preferred; Equivalent combination of education and relevant experience will be considered.

Experience:

  • 3-5 years of experience in rebate operations, program administration, systems support, quality assurance, business analysis, or related business operations.
  • Previous lead or subject matter expert experience preferred.
  • Experience supporting cross-functional projects or operational initiatives preferred.

Licenses, Certificates or Registrations:

  • IRS Identity Verification

  • Willingness to work additional hours as needed to support business-critical releases, platform implementations, issue resolution, and delivery milestones.

WORKING CONDITIONS

Work Environment:

  • Works in a home (remote) or office environment.
  • Regular collaboration with cross-functional teams supporting technology initiatives, business operations, and client-facing solutions.
  • Periodic participation in testing, deployment, implementation, and platform migration activities that may occur outside normal business hours
