Senior Program Manager – Compliance, Reporting & Performance Tracking is a senior leadership role responsible for ensuring regulatory compliance, data integrity, reporting accuracy, and performance transparency across multiple statewide solar incentive programs.

This role serves as a compliance and reporting authority, overseeing all aspects of regulatory adherence, consumer protection enforcement, program reporting and performance tracking. This individual is responsible for ensuring that program operations are fully aligned with contractual, statutory, and policy requirements while delivering accurate, timely, and audit-ready reporting to clients and stakeholders.

This Senior Program Manager will lead the design and execution of robust tracking systems, reporting frameworks and compliance protocols, working cross-functionally to ensure that program data, processes, and outcomes are measurable and continuously improving. This role requires a highly detail-oriented leader with strong analytical capabilities, experience in regulated environments, and the ability to translate complex program requirements into structured processes, metrics and reporting systems.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Consumer Protection and Compliance Oversight

  • Serve as the lead for program compliance activities, ensuring adherence to all regulatory, contractual and policy requirements.
  • Develop, implement and maintain compliance frameworks, SOPs, and internal controls.
  • Lead compliance issue identification, escalation, and resolution, including enforcement actions when necessary.
  • Partner with legal and compliance teams to proactively address regulatory changes and program risks.
  • Prepare for and support audits, reviews and regulatory inquires, ensuring all documentation is complete and defensible.

Reporting and Data Management

  • Establish and maintain data governance standards, including data validation, QA/QC processes, and documentation protocols.
  • Translate program activities into clear, actionable reporting insights for leadership and clients.
  • Develop and refine program strategies, key performance indicators (KPIs), and performance targets.
  • Own the development and delivery of all program reporting including client and regulatory reports, internal and external performance dashboards, compliance reports and consumer protection reports.
  • Ensure all reporting is accurate, consistent, timely, traceable and aligned with contractual and regulatory requirements.
  • Respond to high-priority data requests, audits and reporting inquiries.

Program Operations Support

  • Work closely with Senior Program Managers and operations teams to ensure workflows are compliant with program requirements, efficient and scalable, and properly documented.
  • Oversee integration of compliance and reporting mechanisms into application processing, customer support processes and contractor management.
  • Communicate program performance, risks, and compliance issues in a clear and actionable manner.
  • Ensure lessons learned are documented and incorporated into future program operations.

Financial and Budget Management

  • Ensure alignment between financial data and program reporting outputs.
  • Support invoice validation and financial compliance with contract requirements.

Cross-Functional Coordination

  • Coordinate across internal teams on compliance and reporting requirements:
    • IT
    • Platform development
    • Legal and compliance
    • Policy and regulatory
  • Manage subcontractors' compliance and reporting requirements, ensuring consistency across partners.

QUALIFICATIONS

Essential Knowledge, Skills, and Abilities:

Required

  • 7+ years of experience in program management, compliance, and reporting in a regulated environment.
  • Strong experience with compliance frameworks and regulatory requirements.
  • Strong experience with data analysis, reporting, and performance tracking.
  • Demonstrated ability to build and manage reporting systems, KPIs, and performance dashboards.
  • Strong analytical and problem-solving skills with high attention to detail.
  • Experience operating in complex, regulated, or ambiguous environments.
  • Experience working with complex datasets and ensuring data integrity.
  • Ability to manage multiple priorities and stakeholders simultaneously.
  • Strong judgment, problem-solving, and decision-making skills.
  • Bachelor’s degree or equivalent work experience.

Preferred

  • Experience with Salesforce or similar program administration platforms.
  • Experience developing reporting dashboards (e.g. PowerBI, Tableau, or similar).
  • PMP Certification or equivalent preferred.
