Senior Program Manager – Outreach and Workforce Development is a senior leadership role responsible for driving program awareness, participation, stakeholder alignment and workforce development outcomes for equity-focused, statewide solar incentive programs.

This role serves as the lead for external-facing program functions, including marketing strategy, community engagement, outreach delivery, stakeholder coordination, and workforce development initiatives. The position ensures that programs effectively reach and serve target populations while also supporting workforce participation, job training pathways, and equitable economic development.

The Senior Program Manager – Outreach and Workforce Development will oversee integrated outreach and workforce initiatives, manage relationships with community and training partners, and ensure that engagement efforts translate into increased program participation and meaningful workforce development opportunities.  

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

External Stakeholder Coordination and Relationship Management

  • Serve as the primary lead for external stakeholder coordination, ensuring strong, consistent engagement across all program partners.
  • Build and maintain relationships with key stakeholders, including:
    • Community-Based Organizations
    • Workforce development and job training organizations
    • Contractors and industry groups
    • Utilities, local governments and educational institutions
    • Advocacy groups, regulators and policymakers
  • Align stakeholder engagement strategies with program participation and workforce development goals.
  • Coordinate and facilitate stakeholder meetings, trainings, and working groups.
  • Act as an escalation point for high-visibility or sensitive stakeholder issues.

Marketing Strategy, Outreach Communications, and Community Engagement

  • Partner with internal marketing teams and subcontractors to deliver outreach campaigns aligned with program objectives, centering participant benefits and workforce opportunities.
  • Support development and execution of comprehensive marketing and communications strategies to drive program awareness, participation, and workforce engagement.
  • Design and implement statewide outreach strategies to reach underserved and hard-to-reach communities.
  • Support outreach strategies to expand participation in underserved regions.
  • Coordinate with partners to connect eligible participants to the program.

Workforce Development

  • Lead the development and execution of workforce development strategies aligned with program goals and policy requirements.
  • Coordinate with workforce partners to support job training programs and workforce pipelines for small and emerging businesses and the local workforce.
  • Track and support workforce participation metrics, including training hours, job placements, and contractor diversity.
  • Identify gaps in workforce participation and recommend targeted solutions.
  • Stay informed on industry trends, workforce needs, and best practices.

Cross-Functional Coordination

  • Lead coordination across internal teams to ensure aligned execution:
    • Marketing and outreach
    • Equity
    • Policy and regulatory
  • Manage subcontractors and partners, ensuring accountability, performance, and contract compliance.
  • Ensure outreach and workforce strategies are integrated with overall program delivery.
  • Provide strategic input into program design based on stakeholder and workforce feedback.
  • Review and approve partner work plans, deliverables and invoices.

Consumer Protection and Compliance Oversight

  • Ensure strict adherence to consumer protection requirements, including no upfront costs to participants, guaranteed participant savings and transparent disclosures and contract terms.
  • Oversee compliance tracking and resolution including compliance and enforcement actions, quality assurance, and inspection processes.
  • Partner with legal and compliance teams to proactively address regulatory changes and program risks.

QULIIFICATIONS

Essential Knowledge, Skills, and Abilities:

Required

  • 7+ years of experience in program management, stakeholder engagement, marketing, outreach or workforce development.
  • Demonstrated experience leading large-scale outreach and/or workforce development initiatives.
  • Strong relationship-building and management skills with diverse stakeholders and communities.
  • Experience developing and executing marketing and engagement strategies.
  • Ability to translate complex program requirements into clear, accessible messaging.
  • Ability to manage multiple priorities and stakeholders simultaneously.
  • Experience operating in complex, regulated, or ambiguous environments.
  • Strong organizational and project management skills.
  • Bachelor’s degree or equivalent work experience.

Preferred

  • Familiarity with equity-focused program delivery and environmental justice communities
  • Experience with workforce development programs, job training, or contractor engagement
  • Experience with Salesforce or similar CRM tools
  • PMP Certification or equivalent preferred

$110,000 - $135,000
