CSE is the statewide administrator for the Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) program that provides air pollution emission reductions for the commonwealth by increasing use of zero-emission electric vehicles.
Funded by the Executive Office of Energy and Environmental Affairs' Department of Energy Resources, the program offers residents, businesses and nonprofit organizations rebates up to $6,000 for the purchase or lease of new and used light-duty electric vehicles and motorcycles. Rebates are available at the point of sale or post-purchase.
In addition to administrative services, CSE conducts outreach and education for a variety of stakeholders including consumers and auto dealers.

MOR-EV Impacts
As of January 2026
CSE has issued more than $213.6 million in rebates for zero-emission vehicles in Massachusetts.
Clean vehicles receiving MOR-EV rebates have reduced greenhouse gas emissions equivalent to more than 198,900 metric tons of carbon dioxide cumulatively.
CSE has approved more than 71,900 ZEV rebates in Massachusetts.
