Senior Principal Advisor

Brett Williams, Ph.D., is Senior Principal Advisor for Electric Vehicle Programs at the Center for Sustainable Energy (CSE).

He is a point person for electric vehicle (EV) market and policy analysis, stakeholder engagement, and program design, strategy and evaluation. Many of his activities support EV rebate programs in California, Connecticut, Massachusetts, New York and other states. Brett is a three-term member of the National Academies Transportation Research Board Alternative Fuels Committee and on the editorial board of the journal Transportation Research Record. Previously, he was an assistant adjunct professor of public policy at UCLA, a postdoctoral scholar at UC Berkeley, and a researcher for Amory Lovins at the Rocky Mountain Institute. Brett has a Ph.D. in transportation technology & policy from UC Davis, a master’s degree in environment & development from Cambridge University (UK), and an undergraduate degree in physics / public policy analysis from Pomona College (Claremont CA).
